About The Position

Mano Lani, LLC has an opening for a detail-oriented Financial Analyst to join our team in the Stafford, Virginia area. Mano Lani is an exceptional industry partner to the United States Marine Corps and a leader in financial management, audit improvement, physical and cyber security, IT management, logistics, supply chain management, and process improvement. This position provides end-to-end financial management support across PEO portfolios, with primary responsibility for funds execution, reconciliation, reporting, and budget analysis in accordance with DoD PPBE processes. Ensures financial data integrity across multiple systems while supporting leadership decision-making through accurate, timely, and actionable financial products. Provides assistance in reporting and analyzing budget formulation and execution for Operations and Maintenance, Marine Corps (OMMC), Procurement, Marine Corps (PMC), and Research, Development, Test and Evaluation, Navy (RDT&E,N).

Requirements

  • Bachelor’s Degree (Accounting, Finance, Information Systems, Business Administration, or other related field) or equivalent experience
  • Seven or more years’ experience as Financial Analyst with the US Marine Corps, Acquisition Office experience preferred over accounting or audit experience
  • Advanced knowledge of Microsoft Office Suite applications, especially Excel, and preferably Power BI
  • Proficiency with DAI, SMARTS, DTS, CERBERUS, and related financial systems
  • Proficient in data analytics and electronic data research
  • Familiar with DoD fiscal terms and processes
  • Strong written and verbal communications skills, including the ability to interact effectively with senior Military Personnel and Civilians
  • Typing skills (ability to type 45 words per minute)
  • Ability to pay attention to details
  • Requires the applicant to pass the background investigation requirement for the position

Responsibilities

  • Lead and mentor a team of 2–3 PPBE financial analysts supporting Marine Corps Systems Command (MCSC) Program Offices and the Director of Financial Management (DFM).
  • Reconcile accounting data using Status of Funds (SOF) and related reports from DAI and SMARTS; analyze execution and ensure alignment with authorized budgets.
  • Prepare and submit weekly and monthly financial status reports, including execution updates, variance analysis, and leadership briefings.
  • Manage funding documents and financial data by preparing packages, processing amendments, and maintaining accurate records in CERBERUS and other financial systems.
  • Track, verify, and reconcile funding actions (commitments, obligations, de-obligations, and decommitments) to ensure timely and accurate posting across systems.
  • Analyze and resolve financial discrepancies, including invalid accounting lines, and coordinate with program offices, analysts, and external stakeholders to ensure data integrity.
  • Perform monthly reviews of unliquidated obligations (ULOs) and travel vouchers; coordinate with vendors, program offices, and ODTAs to validate status and execute recoupment of funds.
  • Support budget formulation and execution activities within the PPBE cycle, including development of spend plans, funding profiles, and inputs to DON, OSW, and President’s Budget (PB) submissions.
  • Conduct variance and phasing analysis by reviewing Pre-PEP/Post-PEP plans, comparing planned vs. actual execution, and identifying and reporting on slipped or high-risk obligation events.
  • Review and validate reprogramming and realignment actions (e.g., BTRs) for completeness, compliance, and funding thresholds.
  • Execute compliance and audit support functions, including Dormant Account Review Quarterly (DARQ) and Budget Execution Validation (BEV), with trend analysis and reporting.
  • Develop and deliver financial reports, metrics, and briefings for leadership, synthesizing data into clear, decision-ready products.
  • Integrate and reconcile financial data across multiple Defense Business Systems (DBS) and coordinate with external agencies to ensure consistency and accuracy.
  • Create and maintain reports, dashboards, spreadsheets, and presentations to track historical, current, and planned financial performance.
  • Support required deliverables, including Weekly Execution Reports, Monthly Status Reports, and meeting minutes/after-action reports (AARs).
