About The Position

The Financial Analyst II is selected by and reports to the Manager of State Reporting in the HHSC Accounting Division. This position will work on researching, organizing, and submitting cost reports for state-operated facilities. This position performs highly complex (senior level) financial analysis involving compiling, reviewing, and analyzing financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. Duties also include, but are not limited to, working effectively on cross-functional teams, performing consultative services and technical assistance work, and reviewing of budgets and other financial activities of state-operated facilities. This position works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Graduation from an accredited four-year college or university with a major in accounting, finance, economics, or another business-related field. Each year of experience may substitute for one year of college on a year-for-year basis for up to four years.
  • Two years of documented experience in accounting, finance, budgeting, or a related field.
  • Knowledge of complex automated accounting systems such as PeopleSoft, with experience in CAPPS Financials and CAPPS HR modules preferred.
  • Knowledge of accounting rules and concepts, including trial balances, and the ability to apply accounting principles accurately and consistently.
  • Knowledge of Cost Reporting principles and procedures.
  • Knowledge of data analysis and data reconciliation processes and principles.
  • Knowledge of process improvement principles and strategies.
  • Skill in reconciling accounting records and reports.
  • Skill in use of personal computer and Microsoft software, including Excel, Word, PowerPoint, and Access.
  • Skill in working under limited direction with extensive latitude for the use of initiative and judgment.
  • Skill in establishing and maintaining effective working relationships both internally and external to the agency.
  • Skill in recognizing and solving problems.
  • Ability to develop, evaluate, and interpret policies and procedures.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to analyze, interpret and implement statutory requirements.
  • Ability to gather, assemble, correlate, and analyze facts and devise solutions to problems.

Nice To Haves

  • Experience completing, submitting, and/or analyzing cost reports is preferred.
  • Experience using cost reporting tools is preferred.
  • Accounting or Budget experience in State Government is preferred.
  • Knowledge of cost reporting tools is preferred.
  • Ability to conduct and interpret the results of time studies is preferred.

Responsibilities

  • Develops, coordinates and produces cost reports that monitor and report agency financial information. Monitors and reconciles accounting information from CAPPS Financials and other internal and external data sources to ensure the integrity of the data reported. (25%)
  • Prepares qualitative and quantitative data analysis projects utilizing spreadsheet, database and word processing software (25%)
  • Research, analyzes and implements cost reporting requirements, instructions and processes. (25%)
  • Serves as liaison or contact person with agency staff, contract staff, state auditors and federal representatives in areas of cost reporting and federal regulations related to various federal titles. (10%)
  • Prepares various reconciliations of accounts, funds, and appropriations to ensure corresponding balances and report findings. (10%)
  • Participates in special projects as required or requested and performs other duties as assigned. These tasks may require coordination with staff within the agency, other state or federal agencies, or outside entities. (5%)
