About The Position

The Texas Health and Human Services Commission seeks highly qualified candidates to fill a Rural Hospital Grants Financial Analyst position within the Office of Rural Hospital Finance. This position will be part of an innovative state funded grant program targeting rural hospitals. This position will also perform highly complex (senior-level) financial analysis and regulatory work. The Rural Hospital Grants Financial Analyst will be responsible complex financial analysis work related to the grant program(s) in the Office of Rural Hospital Finance. Work involves compiling, reviewing, analyzing, and evaluating financial data to related to grant awards; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems related to rural hospital grant program(s). Works under limited supervision, with some latitude for the use of initiative and independent judgement.

Requirements

  • Knowledge of state and federal laws, rules, and regulations relating to the health and human services agencies.
  • Knowledge of financial analyses and examination procedures for regulated entities, of financial and industry terminology and practices, and of statistical analysis.
  • Skill in the use of a computer and applicable software, and in data modeling.
  • Skill in managing multiple and competing priorities.
  • Ability to query and run reports in CAPPS Financials.
  • Ability to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to prepare reports and correspondence regarding findings; to communicate effectively; and to supervise the work of others.
  • Ability to manage budget and financial activities for programs.
  • Ability to develop and evaluate financial and budgetary policies and procedures.
  • Ability to write clearly and concisely with proper grammar, spelling, and punctuation.
  • Ability to work independently and/or in a team environment with positive team interactions and to prioritize workload assignments to meet established deadlines.
  • Intermediate MS Excel skills such as, pivot tables; conditional formatting; create and manage tables for dynamic ranges; and advanced charts and graphs creation.
  • Graduation from an accredited four-year college or university with major coursework in accounting, public administration, health care administration, business administration, finance, economics, or a related field.
  • A minimum of 1 year of previous work or education experience in financial analysis or preparing financial/budget reports. Evidence in the application or resume (e.g., specific duties, coursework, internships, capstone projects, or academic research) demontrating the scale of work or educational experience in financial analysis or preparing financial/budget reports.
  • A minimum of 1 year of work or education experience with Microsoft Excel at an intermediate proficiency level required. Evidence in the application or resume (e.g., specific duties, coursework, certifications, or listed skills) demonstrating the ability to go beyond basic data entry and formatting to perform moderate to advanced data management, analysis, and visualization in Excel.

Responsibilities

  • Analyzes and reviews financial data, processes and systems related to state-funded grant projects and rural hospital financial programs. May conduct analysis of financial/payment information related to rural hospital participation in HHSC General Revenue-funded grant programs and various Medicaid payment programs. Monitors program allocations, actual, and forecasted expenditures; and prepares periodic program reports and statistical analysis using Word, Access, Excel, and/or PowerPoint. Prepares and/or oversees the completion of all documentation necessary to implement state-funded grants.
  • Reviews, analyzes, evaluates financial data and may perform budget monitoring and forecast funding for state-funded grant program(s). Develops and maintains accurate and timely budget reports on the grant program’s operations and financial condition. Monitors program allocations, actual, and forecasted expenditures; and prepares periodic program reports and statistical analysis using Word, Access, Excel, and/or PowerPoint. Prepares and/or oversees the completion of all documentation necessary to implement state-funded grants. Collaborates with Grant Advisors under the guidance of the Grant Manager to develop financial objectives and strategies for certain grant programs and projects. Monitors ongoing project and operational financial data and may make recommendations for future actions based on findings. Develops internal and external reports and presentations related to budgeting, financial planning, cost accounting, individual and aggregate project allocations.
  • Assists Grants Manager with the development and implementation of financial policies and internal procedures for the Office of Rural Hospital Finance. Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation. Provides interpretation on technical questions of financial and regulatory compliance with applicable state and federal statutes and regulations. Provides input in the development of procedures for monitoring and tracking expenditures from grant awards. Interprets state and federal fiscal policies, procedures, and regulations; and maintains knowledge of state and federal funding policies and regulations as they affect the grant program(s) operations and project fiscal responsibilities. Assists Grants Manager in preparing financial analysis and ad hoc budget/financial reports, as needed.
  • Assists Grant Manager with researching technical questions regarding financial and regulatory compliance with applicable state and federal statutes and regulations. Work involves writing and compiling reports, developing tables, charts, and other data visualizations for state legislature, community stakeholders and HHSC leadership. Contributes and assists with developing briefing documents to provide data and obtain authorization and executes management's decisions. Prepares high quality written project reports, advanced policy research, analysis, and evaluation of complex policy and operations issues, summaries, issue papers, correspondence, bill analyses, and memorandum for senior and executive management review and decision-making documents as assigned or as needed.
