About The Position

The purpose of this position is to coordinate community development programs and services by providing accounting, compliance and financial support. Essential Duties and Responsibilities: Ø Performs independent research analysis & project underwriting, in support of the City’s Community Housing Department’s Federal funding including Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Housing Choice Vouchers (HCV), Public Housing and additional funding sources as awarded. Ø Receives, reviews, and processes a variety of receipts, invoices, statements, payments, and other information on behalf of the various funding sources. Ø Prepares, updates, maintains, and audits financially related correspondences, reports, and records on behalf of various funding sources. Ø Assists with annual budgeting process. Ø Provides technical assistance to staff & management regarding Community Housing programs. Ø Reconciles and maintains data entered into Housing & Urban Development’s (HUDs) Integrated Disbursement and Information System (IDIS) system & City Client Management System (CMS) is accurate with the general ledger, analyze errors, research records, recommend adjustments or record corrections, and ensures all Community Development funding sources are accurate. Ø Provides customer service and administrative function as department administrative back-up, implements trainings, attends meetings, provides CMS training to outside agencies who use the system, and provides guidance as needed. Supplemental Functions: Ø Performs other similar duties as required.

Requirements

  • Community Development Block Grant (CDBG)/HOME/HCV/Public Housing and another Federal program
  • Basic accounting/bookkeeping/budgeting/mathematical principles
  • Financial record retention requirements
  • Research & analysis principles
  • Integrated Disbursement & Information System (IDIS) software
  • Customer service principles
  • Microsoft Office Suite
  • Basic legal documents (i.e., Note, Deed of Trust, Warranty Deed, etc.)
  • Operating computers and applicable software applications
  • Tabulating, recording and balancing transactions
  • Following detailed work procedures and handling multiple tasks simultaneously
  • Reading, analyzing, and interpreting contractual agreements
  • Auditing and/or reconciling financial records and information
  • Operating modern office equipment and applicable software
  • Researching discrepancies
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Nice To Haves

  • Valid North Carolina Driver’s License.
