About The Position

Develops, interprets, and implements complex financial and accounting concepts or techniques for financial planning and control by performing the specified duties. This role is responsible for conducting special studies to analyze complex financial actions and preparing recommendations for policy, procedure, control, or action. It also involves providing interpretation of financial policies, governmental legislation, accounting theory, or customer financial regulations. The analyst will analyze financial information to determine present and future financial performance, identify trends, and recommend improvements. Evaluating complex budget plans, operating records, and financial statements, as well as preparing studies, reports, and analyses in areas such as budgets, forecasts, financial plans, governmental requirements, statistical reports, and business forecasts are key responsibilities. The position requires interpreting and applying County financial policies, government legislation, and accounting theory, and establishing and maintaining databases of pertinent information for use in analyzing future plans and forecasts. Performs other related duties as required or directed.

Requirements

  • Three (3) years of experience in financial analysis, budgeting and/or accounting for large agency or institution
  • Bachelor's degree from an accredited college or university in accounting, finance, public or business administration, or a closely related field
  • An equivalent combination of related education and/or experience
  • Thorough knowledge in applying the appropriate principles and practices of budget and accounting theory.
  • Knowledge of the rules, regulations and contract requirements governing the general government related financial operations and the skills to apply them
  • GAAP analysis familiarity.
  • Knowledge of business services and/or information systems procedures and analysis.
  • Advanced skills in Excel, Access, Word; database software systems.
  • Must be detail oriented with strong organizational and analytical skills.
  • Ability to coordinate work activities of support personnel.
  • Ability to communicate effectively with internal and external contacts.
  • Excellent verbal and written communication and presentation skills.
  • Must be a resident of Shelby County and shall continue to reside in the County as a condition of employment (with specific exemptions for certain public safety roles).

Nice To Haves

  • MBA in related field or CPA is preferred.
