About The Position

This position is contingent upon contract award. The Financial Analyst is responsible for conducting accounting and budget analysis for both Career Training Continuum (CTC) and the Center for Seabees and Facilities Engineering (CSFE).

Requirements

  • Bachelor’s degree from accredited institution with at least 30 credited hours in related financial management.
  • Five (5) years of financial management experience (cost, accounting, budgeting, planning, and forecasting.).
  • Efficient with cost analysis, scheduling, budget planning and documentation.
  • Familiar with automated cost reporting and scheduling systems.
  • At least 5 years of cumulative progressively responsible experience in any combination of the following disciplines as related to DOD programs: Development of Financial Controls, Interpretation and application of Fiscal laws, regulations, and rulings, Examination of financial transactions, Administration of programs and systems for controls of appropriated and non-appropriated funds.

Responsibilities

  • Perform allocating requirements to CSFE N83 Financial Analyst.
  • Perform financial forecasting, and annual business plan.
  • Seek and perform guidance from BUPERS, NAVSUP, NAVSEA, NETC, and CSFE Comptroller to provide fiscal/COR guidance to CSFE domain on the CTC program.
  • Receive, validate, allocate, and manage reimbursable funds from interservice agencies.
  • Perform the transferring and liquidating expense (invoice) from document to another (SABRS/ERP).
  • Reviewing, authorizing, and forwarding Purchase Requests (PRs).
  • Creating Validation of Transactions MP/WR/RC/TG in ERP and submit for Review/Approval.
  • Review Defense Travel System (DTS) travel vouchers and official reimbursements.
  • Review WAWF invoices against contracting obligating documents (1155) RRL domain-wide.
  • Reviewing, authorizing, and forwarding Purchase Requests (PRs) to NCTC PH N4.
  • Provide financial briefings to both CECOS and CSFE Comptroller.
  • Provide travel guidance and address Requests for Information (RFI).
  • Generate, adjudicate, and validate mid-year CTC Reports.
  • Create and distribute bi-weekly fund status reports to directors and leadership from local spreadsheets based on SABERS/ERP data.
