WBG Controllers (CTR): The WBG Controllers Vice Presidency oversees all aspects of financial reporting and the internal control framework across the World Bank Group, including its extensive Trust Fund and Partnership portfolio. CTR supports a robust fiduciary control framework, administers disbursements for Bank lending operations, and leads the client service function for the WB's corporate expenses. The Vice Presidency is organized into three departments – Corporate Accounting and Reporting; Loan and Financing Operations; and Financial Operations – and is guided by a shared focus on delivery, optimization, impact, and people and culture. CTRST – Solutions and Transformation: Within CTR, the Solutions and Transformation Division (CTRST) works across the Controller VPU to drive finance transformation through a broad range of capabilities: program and change management, low-code/no-code automation, robotic process automation (RPA), artificial intelligence, blockchain, data analytics, data science, data governance, and process improvement. Together, these initiatives are designed to boost productivity, expand the use of self-service and analytical tools, and enable lasting change across CTR's work programs. One of CTR's flagship initiatives is FundsChain – the World Bank's blockchain-based platform that provides end-to-end traceability of funds disbursed in development projects. Following a successful pilot in 2025, the platform has scaled rapidly and now covers 250+ Investment Project Financing (IPF) projects across 85+ countries. The next generation of the platform, FundsChain 2.0, introduces programmable, purpose-bound money and is currently under development. The initiative has been recognized with the inaugural World Bank Group Innovation Award, and momentum is growing to extend FundsChain's reach to private sector clients through IFC and MIGA operations. The Opportunity: To support this rapid expansion and ensure FundsChain continues to deliver maximum value to clients and internal stakeholders, CTRST is seeking an experienced Finance Transformation Officer. This role sits within the newly established FundsChain Center of Excellence (CoE) and serves as the primary bridge between the platform's technical development teams and the operational teams, borrowers, and development partners who rely on it. The Officer will be central to operationalizing and continuously improving FundsChain from a business perspective – ensuring the platform performs as expected, expands its footprint across the WBG, and evolves with new features and capabilities over time. The Finance Transformation Officer will report to the FundsChain Program Manager.

Requirements

  • Advanced degree in finance, accounting, information systems, or a related field; or equivalent professional experience.
  • Minimum of five (5) years of relevant experience in business analysis, financial systems, or digital transformation, preferably within a multilateral development institution or public sector context.
  • Demonstrated experience in requirements gathering, UAT coordination, and system implementation in a complex, multi-stakeholder environment.
  • Proficiency in one or more WBG working languages in addition to English
  • Strong understanding and hands on experience with World Bank loan systems and underlying disbursement and financial management processes.
  • Excellent written and verbal communication skills, with the ability to engage effectively with both technical teams and non-technical stakeholders at all levels.
  • Strong analytical skills with the ability to interpret platform data and translate findings into clear reports and recommendations.
  • Ability to work effectively in a multicultural, geographically dispersed team environment, demonstrating strong collaboration, adaptability, and interpersonal skills.

Responsibilities

  • Coordinate the documentation and consolidation of business requirements (BRDs) with business Subject Matter Experts, into clear, actionable specifications for the technical development team.
  • Manage User Acceptance Testing (UAT) for sprint and quarterly releases, including the development, review, and quality assurance of test cases in accordance with defined testing standards.
  • Coordinate and oversee ongoing test automation efforts, ensuring alignment with product requirements, testing standards, and release timelines.
  • Contribute to the development and maintenance of a multi-year FundsChain product roadmap, ensuring alignment with Controllers, OPCS, ITS, IFC, MIGA, and regional operational priorities.
  • Collaborate with UX/UI designers and technical teams to ensure platform enhancements improve usability, accessibility, and user experience for diverse client and internal user groups.
  • Support the definition and coordination of integrations between FundsChain and other WBG systems – including Loan systems, STEP, OPS Portal, and other internal platforms – covering data flows, interfaces, and dependencies.
  • Maintain a product backlog and contribute to release planning, working closely with the Program Manager and technical teams to prioritize development efforts in line with strategic goals.
  • Proactively identify new use cases and opportunities to expand the reach and impact of FundsChain across WBG operations, including potential applications within IFC and MIGA contexts.
  • Support FundsChain platform review meetings by preparing meeting materials, evaluating business cases, and assessing proposed system changes and fixes against strategic and operational criteria.
  • Contribute to the development and continuous improvement of the FundsChain governance framework, ensuring processes are embedded, standards are upheld, and roles and responsibilities are clearly understood and consistently executed.
  • Coordinate the design and review of platform enhancements and new features, ensuring all system changes are properly vetted and approved in accordance with the established governance framework.
  • Monitor platform usage, adoption trends, and operational performance metrics, preparing regular reports and dashboards for management and broader stakeholders covering adoption rates, user feedback, system reliability, and key development outcomes.
  • Maintain accurate and up-to-date platform documentation – including user guides, process maps, governance policies, and release notes – ensuring consistency and accessibility for all stakeholders.
  • Promote the use of FundsChain data among internal users for fiduciary and governance purposes, support project performance monitoring, traceability, and the generation of meaningful insights from the platform.
  • Serve as the lead subject matter expert on the FundsChain platform, providing structured training and capacity building for FundsChain SMEs, country champions, and end users across borrower countries.
  • Manage the FundsChain helpdesk function, ensuring timely and high-quality resolution of user queries and issues, and maintaining a log of recurring issues to inform ongoing platform improvements.
  • Coordinate the rollout of new platform releases and features, providing training materials, communications, and hands-on support to ensure smooth adoption across user groups and geographies.
  • Represent the FundsChain CoE in internal and external stakeholder meetings, workshops, and forums, articulating the platform's value proposition and gathering feedback to inform the product roadmap.
  • Support the onboarding of new projects and country teams onto the FundsChain platform, coordinating closely with operations teams, country offices, and borrower counterparts to ensure a smooth and well-supported implementation experience.
