About The Position

This role operates under the general direction of the Payroll Manager within the Finance Division, focusing on maintaining the current payroll system. The specialist will be responsible for entering various types of payroll data, including shift pay, special license pay, job incentive pay, out-of-class pay, college incentives, hazardous duty pay, and longevity pay. They will also handle time entry for vacation pay, sick leave pay, bonus pay, and other payroll exceptions. Key responsibilities include managing W-4 and W-5 information, reissuing past W-2 and check stub data, and implementing and maintaining a wide range of payroll deductions such as deferred compensation, fitness center fees, credit union deductions, and charitable donations. The role involves monitoring and validating time entry, calculating tax percentages and deductions for manual check advances, and maintaining system data accuracy. Additionally, the specialist will handle stop payments, recall erroneous direct deposits, respond to payroll information requests from various entities, and stay informed about deceased pensioners to address benefit situations. The position also includes serving as a backup for OTL processes, managing the Nationwide Retirement Solution Loan account, researching past payment information in Oracle for vendors, running vendor pay reports, and processing vendor payments. Other duties include running the timesheet process, entering time for designated service centers, acting as a backup timekeeper, distributing checks and reports to vendors, and separating payroll checks and signature reports. A significant part of the role involves maintaining the Temp 920 process for temporary employees, including entering and restoring payroll records, deductions, and bank information.

Requirements

  • Experience maintaining a current payroll system.
  • Proficiency in keying entries from personnel forms.
  • Experience with various payroll exceptions (shift pay, special license pay, job incentive pay, out-of-class pay, college incentives, hazardous duty pay, longevity pay, vacation pay, sick leave pay, bonus pay).
  • Knowledge of W-4 and W-5 forms.
  • Ability to research and reissue past W-2 and check stub information.
  • Experience implementing and maintaining payroll deductions (deferred compensation, fitness center fees, PST pay backs, credit union deductions, union dues, union life insurances, union dental insurance, union charities, wage earners funds, employee direct deposits, United Way donations, insurance deductions).
  • Skill in monitoring and validating time entry.
  • Ability to calculate tax percentages, deductions, and earnings for manual check advances.
  • Experience with corrections and system data maintenance for accuracy.
  • Proficiency in issuing stop payments and recalling direct deposits.
  • Ability to interact with city employees, divisions, and outside agencies regarding payroll information.
  • Familiarity with monitoring periodicals for deceased pensioners.
  • Experience with OTL processes (as backup).
  • Experience maintaining retirement loan accounts, processing payments, and reconciling balances.
  • Ability to research past payment information in Oracle.
  • Skill in running vendor pay reports and processing vendor payments.

Responsibilities

  • Keys entries from personnel forms including shift pay, special license pay, job incentive pay, out-of-class pay, college incentives, hazardous duty pay, longevity pay and time entry which includes vacation pay, sick leave pay, bonus pay and all other payroll exceptions.
  • Enters and maintains information from W-4 and W-5, while researching and reissuing past W-2 and check stub information.
  • Implements and maintains various payroll deductions: deferred compensation, fitness center fees, PST pay backs, City and Federal Credit Union deductions (union dues, union life insurances, union dental insurance, union charities, wage earners funds, employee direct deposits, United Way donations, American Family and Colonial Insurance deductions).
  • Monitors and/or validates time entry submitted from division for payroll processing.
  • Calculates tax percentages, deductions and earnings for manual check advance requests in the case of vacation, corrections, final check, retro payments and new hires.
  • Records corrections and updates and maintains systems data for accuracy.
  • Issues stop payments on lost, damaged or stolen checks and recalls direct deposits sent in error.
  • Interacts with other city employees, divisions and outside agencies in reference to official payroll information requests and inquiries.
  • Monitors and reviews periodicals to learn of deceased pensioners and addresses benefit situation.
  • Serves as back up for running OTL processes.
  • Maintains the Nationwide Retirement Solution Loan account including processing employee payments and reconciling employee account balances.
  • Research past payment information requested by vendors in Oracle; runs vendor pay reports and processes vendor payments.
  • Runs timesheet process and enters time for designated service centers; serves as a backup timekeeper for Divisions.
  • Distributes checks and reports to vendors used by the City.
  • Separates and prepares payroll checks and signature reports.
  • Maintains the Temp 920 process and enters all changes as it relates to the entry and/or restoration of payroll records for temporary employees, including restoring all deductions, re-entering bank/credit union account information, etc.
