About The Position

The Finance Manager is responsible for overseeing the financial health, compliance, and sustainability of the organization. This role ensures adherence to Pennsylvania state fiscal requirements, charter school regulations, and audit standards while leading budgeting, reporting, and internal controls. The Finance Manager partners with leadership to support strategic planning and maintain strong financial accountability across all campuses.

Requirements

  • Bachelor's degree in Finance, Accounting, or related field (required)
  • Minimum of five (5) years of experience in finance or accounting
  • Strong knowledge of budgeting, financial reporting, and internal controls
  • Demonstrated experience with audits and regulatory compliance
  • Proficiency in QuickBooks and Microsoft Office Suite
  • Strong analytical and financial management skills
  • High attention to detail and accuracy
  • Ability to manage multiple deadlines, especially regulatory reporting timelines
  • Strong written and verbal communication skills
  • Integrity and commitment to fiscal accountability and transparency

Nice To Haves

  • Experience in Pennsylvania charter school finance or public education finance
  • Familiarity with PDE reporting systems and requirements
  • Experience with fund accounting and federal programs (e.g., Title funding)
  • CPA or advanced financial certification (preferred)

Responsibilities

  • Lead development and management of the annual operating budget
  • Monitor cash flow, expenditures, and financial performance
  • Oversee accounts payable, accounts receivable, and general ledger functions
  • Prepare accurate monthly, quarterly, and annual financial reports
  • Ensure compliance with Pennsylvania Department of Education (PDE) financial reporting requirements
  • Prepare and submit required reports (e.g., AFR – Annual Financial Report, budget submissions, and other state filings)
  • Monitor compliance with charter school funding regulations and guidelines
  • Stay current on changes in state and local financial regulations impacting charter schools
  • Lead coordination of annual independent financial audits
  • Serve as primary liaison with external auditors and regulatory agencies
  • Ensure readiness for state audits, federal program audits, and charter authorizer reviews
  • Maintain audit schedules, documentation, and corrective action plans
  • Strengthen internal controls to ensure audit compliance and minimize findings
  • Develop, implement, and monitor internal controls to safeguard assets
  • Ensure proper segregation of duties and financial procedures
  • Utilize QuickBooks and other systems for accurate financial tracking and reporting
  • Support financial forecasting and long-term sustainability planning
  • Provide financial analysis and recommendations to leadership
  • Align financial strategies with organizational growth and expansion plans
  • Track and manage grant funding, including federal, state, and private sources
  • Ensure compliance with grant-specific fiscal requirements and reporting
  • Monitor restricted funds and ensure proper allocation and usage
