About The Position

The Executive Office of Health and Human Services (EOHHS) is seeking a strategic and analytical financial professional to serve as Finance Manager within the Office of Financial Management (OFM). This position offers a unique opportunity to support complex financial operations within the Commonwealth’s largest secretariat, overseeing critical administrative and programmatic funding that supports millions of Massachusetts residents. The Office of Financial Management serves as a key operational and strategic partner across EOHHS, ensuring sound fiscal stewardship, effective financial planning, and compliance with state finance regulations. In this role, you will oversee and support financial operations across multiple EOHHS administrative and programmatic areas, including MassHealth, Secretariat IT, Human Resources, Facilities, and other EHS offices. Reporting to the Budget Director, you will supervise budget staff, manage complex financial reporting and forecasting activities, and provide operational and strategic guidance on budgeting, grants, trusts, payroll, and interagency financial activities. Requirements

  • At least five (5) years of full-time, or equivalent part-time, professional experience in financial management, budgeting, accounting, auditing, management analysis, program evaluation, or financial reporting.
  • At least one (1) year of experience in a supervisory, project management, or managerial capacity.
  • Strong knowledge of budgeting, financial reporting, expenditure analysis, and financial management principles and practices.
  • Demonstrated ability to analyze complex financial data, manage competing priorities, and support operational decision-making in a fast-paced environment.
  • Excellent organizational, analytical, problem-solving, and communication skills.
  • Strong interpersonal skills with the ability to collaborate effectively across teams and with external stakeholders.
  • A criminal and tax history background check will be completed on the recommended candidate as required by the regulations set forth by the Executive Office of Health and Human Services prior to the candidate being hired.

Nice To Haves

  • Experience working within state government, public sector finance, or a highly regulated environment.
  • Knowledge of Massachusetts state finance procedures, budgeting practices, and fiscal controls.
  • Familiarity with MMARS/Mosaic, Commonwealth Information Warehouse (CIW), and other financial reporting systems.
  • Experience supervising financial or budget staff and managing complex operational processes.
  • Demonstrated ability to develop and implement process improvements and operational efficiencies.
  • Strong skills in financial forecasting, reporting, and strategic analysis.

Responsibilities

  • Provide financial operational leadership and support to Budget Unit staff, ensuring timely completion of deliverables and effective day-to-day fiscal operations.
  • Track, monitor, analyze, and forecast approximately $1 billion in operating expenditures across multiple EOHHS appropriations and funding sources.
  • Develop regular and ad-hoc financial reports, forecasts, and expenditure analyses to support senior leadership, program managers, and external stakeholders.
  • Supervise assigned budget staff responsible for payroll, grants, trusts, IT expenditures, reporting, interagency service agreements, and chargeback activities.
  • Establish and implement internal fiscal policies, procedures, and operational improvements to enhance efficiency, compliance, and financial oversight.
  • Support the development and management of agency operating budgets and provide guidance to program managers on fiscal planning and expenditure management.
  • Collaborate with Accounting, Contracts, Human Resources, Legal, IT, and other administrative units to ensure compliance with state fiscal controls, policies, and procedures.
  • Coordinate with internal and external stakeholders, including oversight agencies, to support financial reporting, audit responses, and operational initiatives.
  • Analyze financial data and operational trends to identify risks, improve business processes, and support strategic decision-making.
  • Ensure compliance with applicable state finance laws, regulations, policies, and internal control standards.
  • Perform other duties as assigned.
