The TRICARE Overseas Program (TOP) Finance Manager leads the financial management, forecasting, reporting, compliance, and overall financial performance of the program. Reporting to the U.S. Government Services CFO, the Finance Manager serves as the primary finance business partner to program operations, providing financial oversight and strategic guidance for a complex U.S. Government contract operating across multiple countries, legal entities, currencies, and time zones. The TRICARE Finance Manager provides end-to-end financial leadership for the program, with accountability for financial analysis, forecast integrity, cash flow management, and operational KPI reporting. The Finance Manager develops actionable recommendations that support program performance, profitability, and EBITDA while ensuring compliance with contractual requirements and applicable U.S. Government regulations. The role requires expertise in U.S. Government contracting, the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), Truthful Cost or Pricing Data requirements, and government cost accounting principles. The successful candidate must be capable of leading in a complex international program environment, resolving significant business and financial challenges, and influencing stakeholders across finance, operations, accounting, contracts, legal, and executive leadership. The ideal candidate will bring a strong foundation in Program Finance, Program Controls, or Business Management within the U.S. aerospace and defense industry and be capable of applying those disciplines within a global U.S. Government healthcare services environment. The role requires experience in Estimates at Completion (EACs), financial forecasting, program cost controls, profitability and variance analysis, cash flow planning, and risk and opportunity management. Experience supporting international operations and partnering with Treasury on foreign exchange exposure is preferred. The Finance Manager will serve as a trusted finance business partner to TRICARE program leadership, driving financial performance while supporting International SOS’s mission of delivering high-quality healthcare services to U.S. military beneficiaries around the world. The Finance Manager will work directly with the U.S. Government Services CFO and Controller to strengthen financial controls, improve operational effectiveness, enhance reporting and business processes, and support EBITDA performance. The role requires a highly autonomous leader capable of operating effectively across a geographically dispersed organization. The Finance Manager will also support the U.S. Government Services CFO in proposal development and other strategic initiatives, ensuring compliance with FAR, CAS, Truthful Cost or Pricing Data requirements, and customer-specific contractual obligations while contributing to the continued growth and mission success of the International SOS Government Services business.
