Raytheon, an RTX Company, is seeking an experienced Finance Manager for the Apex 2 program in the Constellation Management Processing & Control (CMPC) portfolio. This position will lead a team on this highly challenging classified program. The successful candidate will partner with program leadership to become a key member of the management team. This individual will have primary responsibility for all financial reporting to include: EVMS compliance and reporting, customer presentations, customer financial deliverables, timely invoicing and collection as well as EACs and other corporate reporting requirements. The position will also be responsible for coordinating the monthly forecast and SRO updates as well as supporting LRP and AOP development. It is expected that there will be one or more finance analysts supporting the program and the Finance Manager will be responsible for oversight and development of the junior analysts. Candidates for this position must possess an active TS/SCI security clearance. This position is onsite as work must be performed in a secure facility (SCIF). The potential locations include: Aurora, CO; Richardson, TX; or State College, PA.

Requirements

  • Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years experience
  • Active TS/SCI security clearance
  • Experience with Microsoft Office Suite
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Experience with Program Finance on contracts with the U.S. Government, including Earned Value (EV) contractual reporting requirements
  • Experience with SAP accounting system (APEX) and specifically APEX EV
  • Experience with Rplan financial forecasting and the Program Management Excellence (PMX) tool suite
  • Ability to communicate effectively with junior analysts, peers, cross-functional partners and multiple levels of leadership
  • Knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and Generally Accepted Accounting Principles (GAAP)

Responsibilities

  • Generate and submit customer reports required by the contract data requirements list (CDRL), such as Contracts Funds Status Reports (CFSR), Business Management Review (BMR) and Contract Performance Reports (CPR)
  • Ensure accurate and timely generation of monthly earned value (EV) artifacts such as SWAs, Program Log, BCRs and EV reports to the program
  • Lead the EAC (Estimate at Complete), Earned Value and Baseline Change Requests (BCR) processes
  • Present Monthly Business Management Review charts to the customer and program team.
  • Respond to ad hoc requests from the customer, program leadership, or financial management accurately and timely, with the ability to multi-task and meet all deadlines
  • Lead monthly forecast and SRO reviews ensuring all actions and updates are tracked to closure through Rplan and/or updated SRO submissions
  • Oversight and development of junior analysts on the team
  • Support new business initiatives, such as preparation of Submit Gate charts and Gate participation
  • Support periodic earned value internal surveillance reviews (ISR), including actions necessary to close internal corrective action reports (ICAR)
