Under the general direction of the City Manager, this position is responsible for the overall financial management of the City. The role supervises the daily operations of the Finance Office and manages the Treasury and Property Assessing functions in compliance with local, state, and federal statutes. This includes overseeing accounting, payroll, and finance staff procedures, systems, policies, and transactions. The position also coordinates financial management with the Holland Board of Public Works and supports regional entities like Herrick District Library, Macatawa Area Express Authority (MAX), and West Michigan Airport Authority (WMAA). The Finance Director serves as the City Treasurer, managing cash, billing, collections, investments, and delinquent accounts. They also manage property assessing, personnel functions within the Finance Department, and administer the annual budget, including long-term financial forecasts and capital planning. Comprehensive annual financial reports, monthly operating reports, and capital project reports are prepared by this role. Additionally, the position manages cash and investment policies for various entities, supports Brownfield administration, researches and implements financially related projects and systems, and reviews financial operations with auditors and state/federal agencies. Debt administration, financing for capital projects, and management of insurance programs (General Liability, property, casualty, Auto, and collaboration on Health, Dental, Workers Comp, and Income protection) are also key responsibilities. The role functions as the Purchasing Coordinator, overseeing the bid process and asset disposition, and serves on the Smart Zone Board and as the Chief Administrative Authority for the Holland Energy Trust Board.
