About The Position

Butler Metropolitan Housing Authority (BMHA), an Equal Opportunity Employer, is seeking an experienced and strategic Finance Director to lead and oversee all financial operations. This is a key executive-level role responsible for ensuring financial integrity, regulatory compliance, and long-term sustainability across all agency programs. The Finance Director provides strategic leadership and oversight of BMHA's financial operations, including Housing Choice Voucher (HCV), Public Housing, Asset Management, and Low-Income Housing Tax Credit (LIHTC) programs. Reporting to both the President & CEO and the Chief Financial Officer (CFO), this role serves as a trusted advisor to executive leadership while ensuring compliance with HUD financial regulations and accurate reporting through systems such as the Voucher Management System (VMS).

Requirements

  • Bachelor's degree in Accounting, Finance, or related field (required)
  • 7–10 years of progressive financial management experience
  • 3–5 years in a leadership or supervisory role
  • Valid Ohio driver's license
  • Proof of personal vehicle insurance
  • Deep knowledge of HUD financial regulations and VMS reporting
  • Strong GAAP and governmental accounting expertise
  • Advanced analytical and problem-solving skills
  • Ability to communicate complex financial data clearly
  • High integrity, professionalism, and leadership presence

Nice To Haves

  • Master's degree or CPA (preferred)
  • Experience with public sector, housing authority, or HUD-funded programs (strongly preferred)
  • Experience with LIHTC financial compliance

Responsibilities

  • Serve as a primary financial advisor to executive leadership
  • Lead financial planning, forecasting, and strategic analysis
  • Support major initiatives including development, RAD conversions, and expansion
  • Ensure compliance with HUD financial requirements (FDS, SEMAP indicators)
  • Oversee accurate and timely VMS reporting
  • Serve as lead contact for HUD financial reviews and audits
  • Manage financial compliance for LIHTC properties
  • Monitor property performance, reserves, and reporting
  • Coordinate with investors, syndicators, and development partners
  • Lead development and administration of agency-wide budgets
  • Provide variance analysis and performance monitoring
  • Present financial reports to leadership and Board of Commissioners
  • Oversee accounting functions (GL, AP/AR, payroll, grant accounting)
  • Ensure compliance with GAAP and HUD standards
  • Maintain strong internal controls and funding allocation accuracy
  • Manage annual audits and ensure resolution of findings
  • Identify and mitigate financial risks
  • Maintain compliance monitoring processes
  • Collaborate with program departments to align financial goals
  • Oversee financial systems (e.g., Yardi) and reporting tools
  • Drive process improvements and operational efficiencies
  • Supervise and develop finance and accounting staff
  • Establish performance expectations and accountability standards
  • Provide coaching, direction, and professional development
