About The Position

Samsung Austin Semiconductor is seeking a Finance Cost Engineer to manage financial operations and cost controls for infrastructure construction projects at their semiconductor foundry facility. This role involves overseeing all financial aspects of construction to ensure projects remain within budget and meet financial goals. Key responsibilities include tracking capital expenditures (CapEx), forecasting cash flow, and reviewing pay applications. The Finance Cost Engineer will collaborate closely with project management, procurement, and compliance teams to mitigate financial risks and resolve cost disputes. The ideal candidate is a proactive problem solver who thrives in a fast-paced, high-pressure, and constantly changing environment, utilizing a collaborative approach to build strong alignment between finance, procurement, and compliance groups.

Requirements

Advanced understanding of capital project lifecycle stages from schematic design through commissioning and close-out.
Deep knowledge of construction contracting methods (e.g. Lump Sum, Cost Plus, Time & Material) and mechanics' liens laws.
Strong working knowledge of standard industry accounting principles and CapEx depreciation rules.
Expert-level spreadsheet skills (advanced Excel modeling, pivot tables, macros/VBA).
Exceptional analytical and mathematical capabilities for handling large, complex data sets.

Responsibilities

Build and maintain dynamic cost-tracking databases and project-level cost breakdown structures (CBS).
Review contractor and vendor billing applications against physical progress on the job site.
Perform independent cost estimates (ICE) for major change orders and contractor variation claims.
Conduct monthly variance analysis comparing actual spend and forecasts against baseline budgets.
Coordinate project close-out financial audits, final accounting reconciliations, and retention releases.
Implement value compliance processes in partnership with construction managers to optimize CapEx efficiency.
