About The Position

The North Carolina Department of Administration is seeking applicants for a Finance and Business Analyst II, working title Internal Fleet Auditor, position for our Motor Fleet Management (MFM) division in Raleigh, NC. The Motor Fleet Management mission is to establish and operate the central motor fleet of passenger vehicles for all state agencies of North Carolina. MFM is responsible for adopting and enforcing Regulations (Rules) approved by the Governor for the efficient and economical operation, maintenance, repair, and replacement of all state-owned vehicles, whether-or-not owned, maintained, or controlled by the Department of Administration, and regardless of the source of the funds used to purchase the vehicles. MFM is responsible for acquiring passenger motor vehicles by transfer from state agencies and by purchase. MFM assigns vehicles via lease to state agencies to recover ownership costs. Position is responsible for examining and analyzing agency fleet program operations and systems to determine compliance with programmatic procedures and NC Motor Fleet Regulations.

Requirements

  • Ability to collaborate across multiple departments, divisions and/or functions.
  • Ability to adapt and learn new online systems as needed to gather data, compile reports, and conduct business.
  • Proficiency in Microsoft Excel and Word
  • A Bachelor's degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution and two years of related experience; or an equivalent combination of education and experience.

Responsibilities

  • Evaluating agency fleet program operations and systems to assess compliance with laws, regulations and agency policies.
  • Conduct agency compliance reviews and other compliance-related reviews, which include verification of records and procedures regarding state use of vehicles.
  • Review documentation, processes and systems for accuracy and adherence to laws, regulation and agency policies.
  • Record and procedure verification will include, but is not limited to mileage utilization, commuting authorization, driver eligibility, motor vehicle records, unauthorized use, telematics, fuel activity, inspection records, maintenance records, insurance verification, accident reporting, citations, misuse and citizen complaints.
