About The Position

The Field Systems Manager is responsible for the design coordination, procurement, implementation, and ongoing operation, maintenance, and improvements of roadway technology systems (including electronic toll collection system, intelligent transportation systems, and network communications) implemented on the tolling project concessions. These systems are required to ensure highly reliable and accurate reporting of revenue, traffic, and leakage while providing drivers with a consistent and reliable experience. The Field Systems Manager identifies tracks, and escalates system progress, status, and risks, defects and issues, and reviews recommendations for technical solutions to his or her manager. They will be responsible for the revenue loss events investigation, fix and awareness and to comply with the CDA/FA requirements.

Requirements

  • Bachelor’s degree in IT, computer science, electrical/civil/telecommunications engineering or a related field
  • 5+ years of applicable prior experience
  • Strongly preferred that the experience includes at least two of the three primary job function systems (electronic toll collection, ITS, and/or network communications)
  • Project/program management or management experience with management or coordination of multiple teams in a technology systems environment
  • Effectively manage tasks, meeting deadlines and individuals through vendor contracts
  • Ability to interact with colleagues in a self-managed team structure
  • Must be able to multitask, problem solve, and implement innovative processes within a fast-paced environment

Responsibilities

  • Manage the different contractors for the design, development and implementation of the Roadside Systems (both Toll Collection and Intelligent Transportation Systems) for the LBJ and NTE projects within the milestone dates as per the project schedule
  • Circulate, evaluate, review and approve the documentation produced by the contractors and technical consultants in order to ensure they meet or exceed the LBJ, NTE, and 35W operational and Comprehensive Development Agreements (CDA) requirements
  • Coordinate and collaborate with the Toll Operations / other departments the integration of the Central Toll System with the deployment of the roadside components, ensuring its logic, functional and technical alignment as well as schedule alignment
  • Review and provide feedback to the roadside design and implementation team, in order to make sure that all software and hardware requirements produced as part of the design, support the operations and CDA requirements
  • Prepare and present oral and written reports on project progress and milestones, project risks and outstanding project tasks to empower senior management in decision making and risk management
  • Contract and resource management and administration including budget, procurement, evaluation, award recommendation, scheduling, scope adherence, and invoicing
  • Review, evaluate and approve all roadside requirements, Functional Design documentation, and Use Cases to ensure compliance to all requirements and identify operational shortcomings and CDA non-compliance items and ensure usability
  • Review, evaluate and approve all test cases to ensure compliance to all operational, technical and performance requirements, including user requirements, CDA requirements; participate in Factory Testing, Integration Testing, User Acceptance Testing and Performance Testing; review and approve test results
  • Once in operation, measure and evaluate the efficiency of the Toll Collection systems and prepare, implement and supervise all procedures necessary to keep the leakage levels within the roadside equipment within the expected range
  • Partner with managers in other departments to strategize business developments
  • Create and adhere to a departmental budget
  • Work with the different tools for Work orders (Jira) and others to perform the day to day tasks.
  • Forecast future Field Systems projects and new program implementation
  • Manage the performance of all Field System components deployed on the roadways
  • Performs other job-related duties as assigned
