About The Position

The Field Operations Program Manager will plan and oversee the operations of assigned behavioral health responder teams, directly managing and coordinating multiple behavioral health responder supervisors and support staff in conjunction with other management staff. In addition, formulate policies and procedures in accordance with Federal and/or State regulations; coordinate assigned activities with other divisions, departments, outside agencies, and the general public. Provide highly responsible and complex support to higher level Community Safety Department management staff. Employment is contingent upon successful completion of a background investigation. This is a safety sensitive position subject to random drug/alcohol testing. Requirements

  • Master’s degree from an accredited university or college
  • Six (6) years’ experience in social services criminal justice, emergency management or health related field
  • Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
  • Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
  • Successful completion of the ACS Academy and all initial requirements therein within six (6) months from date of hire or transfer into position.
  • Successful completion of a security background check conducted by the Criminal Justice Information Services (CJIS) of the Federal Bureau of Investigations (FBI)

Nice To Haves

  • Four (4) years of supervisory experience in one or more elements of a comprehensive social service or health related field
  • Licensed Masters of Social Work (LMSW), Licensed Clinical Social Worker (LCSW), Licensed Independent Social Worker (LISW), Licensed Professional Clinical Counselor (LPCC), Licensed Marriage and Family Therapist (LMFT), Certified Nurse Practitioner (CNP), Clinical Nurse Specialist (CNS), Licensed Mental Health Counselor (LMHC)

Responsibilities

  • Assume management and supervisory responsibility for professional and technical staff in assigned area; provide guidance, direction, and oversight over daily operations.
  • Manage and coordinate the organization, staffing and operational activities for assigned personnel; collaborate with division managers, other operations coordinators, and supervisors to ensure cohesive operations throughout the department.
  • Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
  • Establish schedules and methods for providing behavioral health services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Plan, direct, coordinate and review the work plan for assigned staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  • Work directly with Emergency Communications Centers of Police and Fire Rescue Departments to establish and oversee assignment of calls, monitor call response times, and coordinate co-responses.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; develop, design, and implement improvements.
  • Manage the issuance and maintenance of department-issued property and vehicles; collaborate with Albuquerque Police Department, Albuquerque Fire Rescue, Technical Services Units, General Services department, and other City departments to ensure proper procurement, provisioning, and maintenance of equipment and vehicles.
  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing user services; implement policies and procedures.
  • Select, train, supervise, and evaluate assigned personnel; provide or coordinate staff meetings and trainings; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Assist in the development and administration of assigned budget; help forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  • Provide staff assistance to ACS Division Manager; prepare and present staff reports and other correspondence as appropriate and necessary.
  • Coordinate activities with those of other divisions and outside agencies and organizations.
  • Represent the department in meetings with service providers and other public and private organizations.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations.
  • Perform related duties and responsibilities as required.
