About The Position

This recruitment is for two (2) positions for a Field Investigator (Corrections). The Field Investigator performs field investigations and acquires information for the Parole Board regarding applicants for parole. This role involves contacting and notifying victims of their right to appear before the Parole Board, obtaining copies of police narratives and other information pertinent to Parole Board hearings, and assisting the Executive Secretary of the Parole Board. The position requires working under the direction of the Executive Secretary of the Parole Board with considerable latitude for independent judgment, with assignments received in broad outline and work reviewed upon completion. The role also involves assisting the Executive Secretary in supervising and reviewing the work of the Parole Board staff.

Requirements

  • A working knowledge of the laws, principles, practices and techniques related to the administration and functions of the Parole Board.
  • The ability to conduct comprehensive pre-parole investigations through information gathering interviews.
  • The ability to summarize and prepare clear, concise reports.
  • The ability to maintain efficient working relationships with law enforcement personnel, victims, public agencies and the general public.
  • The ability to organize and coordinate the functions of the parole process.
  • Graduation from a senior high school and supplemented by courses in criminal justice.
  • Employment in investigatory work including interpreting state laws, obtaining facts and written reports.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Possess a valid Rhode Island Motor Vehicle Operator’s License at the time of appointment.
  • Knowledge of criminal justice, in general, and specifically knowledge of relevant laws, rules and regulations pertaining to parole and sex offender community notification.
  • The ability to conduct comprehensive interviews and investigations.
  • Research the internet, statutes and caselaw.
  • Satisfy a criminal background check by the Department of Corrections and be approved to enter secure facilities.

Nice To Haves

  • Special emphasis in the field of criminal justice or social work.
  • Prior investigatory work.
  • Knowledge/training in the area of investigations and risk assessments, including sex offender risk assessment.
  • Bachelor's Degree or higher in Criminal Justice, Criminology or Social Work.
  • Qualified applicants fluent in English/Spanish.

Responsibilities

  • Perform field investigations and acquire information for the Parole Board regarding applicants for parole.
  • Contact and notify victims of their right to appear before the Parole Board.
  • Obtain copies of police narratives and other information pertinent to the Parole Board hearings.
  • Assist the Executive Secretary of the Parole Board.
  • Conduct investigations to verify facts pertaining to requests for parole.
  • Conduct investigations in order to enforce compliance with various laws of parole.
  • Review and investigate parole reports involving inmates of the Department of Corrections.
  • Investigate complaints regarding violations of laws relating to parole.
  • Authorize detention revocation warrants regarding parole violations.
  • Collect and summarize data for each parole applicant.
  • Prepare files for parole applicants, including pre-parole investigation, social history, police reports, prior criminal record, psychological evaluation, and any communications from various agencies, interested parties, as well as a recommendation of the Attorney General.
  • Arrange meetings of the Board, including notifying members and ACI personnel of the time and place of each meeting.
  • Notify city or town police departments of a parolee’s residence upon release.
  • Conduct field investigations related to the work of the Parole Board and its Sex Offender Community Notification Unit.
  • Make complex findings of fact and prepare analyses and reports to explain such information in writing.
  • Summarize and prepare clear, concise written reports in English.
  • Maintain efficient working relationships with internal and external stakeholders, including but not limited to police, attorneys, corrections personnel, victims, and members of the public.
