About The Position

For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States. NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP). Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee. PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW SOLUTIONS. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. This opportunity applies to applicants legally eligible to work in the United States. This position is funded for up to 360 total hours. This position is generally deployed to the FEMA Joint Field Office for the disaster, which can vary, and enrollee will spend 100% in travel status. Some support may be provided remotely when approved by a supervisor. This position is in the Department of the Interior, Office of the Secretary, Office of Environmental Policy and Compliance (OEPC) headquartered in Washington, DC. The office provides coordinated national and regional leadership for development of environmental policy and program evaluation for a wide variety of Executive Orders, regulations, and environmental statutes. The office is composed of three divisions; Environmental Response and Recovery (ERR); NEPA and Environmental Coordination (NEPA EC); and Environmental Compliance and Cleanup (ECC). This position supports the ERR Division, which works with multiple Federal, State, Tribal, and local agencies and partner organizations to improve nationwide emergency preparedness, response, and recovery. Working with OEPC?s Regional Environmental Officers, the ERR Division facilitates protection, response, and recovery of Interior?s lands and resources, as well as the Nation?s natural and cultural resources through both emergency response and long-term recovery activities.

Requirements

MA/MS Degree
Understands the relationship between the preservation and management of historic, cultural, and natural resources and environmental protection.
Analytical thinker who can plan and evaluate, identify solutions, and collaborate with others effectively.
Extensive knowledge base or interest in compliance with and application of environmental laws in order to protect or manage resources.
Familiarity with national emergency management structures for response and recovery with minimum additional experience of 10 year(s) in Federal environmental management
Experience required with Windows, MS Word, MS Excel, MS Access, MS PowerPoint, MS Teams, MS Outlook, MS SharePoint, Adobe Acrobat

Joint Field Office postings are within an office environment and involve walking, standing, sitting, bending, carrying light to medium objects and in austere conditions.
Some support may be provided remotely when approved by a supervisor.
On occasion work may involve visits to disaster impacted areas which maybe include exposure to excessive heat, unhealthy environments and undesirable conditions.
In some situations, housing accommodations may be limited and require stays in responder base camps or temporary structures.

Responsibilities

Supports natural and cultural resources recovery needs when the Federal Emergency Management Agency (FEMA) requests support under the National Disaster Recovery Framework (NDRF).
Assists with missions and assignments to support specific federal emergency and/or disaster declaration.
Reports to the National Coordinator and maintains regular internal coordination/communication related to initiatives at the field, regional, and national levels.
Ensures that work in the disaster-impacted area is consistent with the strategic objects shared by the FEMA Federal Disaster Recovery Coordinator.
Communicates frequently with the National Coordinator and is responsible for providing weekly status updates, information to leadership and partners, and after-action reports, as necessary.
Supports DOI?s implementation and support of the NCR RSF at an assigned disaster recovery field operation.
Serves as subject matter expert and senior specialist responsible for coordinating and advising on the federal support in the protection and recovery of natural resources / cultural resources following an emergency or major disaster.
Participate in JFO Operations briefs, Command Staff meetings, and teleconferences and coordinate with the other field coordinators to maintain situational awareness and address cross-cutting NCR issues in recovery planning efforts.
Develop and craft portions of the Recovery Needs Assessment and Recovery Support Strategy documents in collaboration with Federal partners.
Prepare transition plans from recovery to steady-state or between staff deployments.
Author after-action reports when needed.
Participate in targeted outreach to partners and stakeholders at the State, Tribal, Local and Territorial levels.
Facilitate meetings and regular communication.
Assist FEMA leadership on all State, Tribal, Territorial, or Insular Area requests for NCR RSF-related mission assignments and ensure coordination through DOI as the Coordinating Agency.
Identify NCR RSF Primary Agencies and Supporting Organizations needed to support disaster recovery field operations and identify Subject Matter Experts (SME)s needed for specific recovery assistance, in coordination with the NCR RSF National Coordinator.
Support and help coordinate SMEs and Primary Agency and Supporting Organization staff tasked to the disaster by NCR RSF.
Assist in the development of NCR field reports for JFO leadership (e.g., the FCO and/or the FDRC) and the National Coordinator.
Coordinate with and debrief the DOI NCR RSF National Coordinator and appropriate DOI OEPC Regions.
Coordinate with related staff while at the Joint Field Office, including ESF#4, 10, and 11 Response staff, USDA Advisor, FEMA Mitigation Advisor, FEMA Public Assistance and Individual Assistance staff, Tribal Liaisons, Disability Integration Specialist, the Environmental and Historic Preservation Advisor and the Unified Federal Review Advisor.
