About The Position

The Chief Executive Officer (CEO) -- Field provides overall strategic and operational direction for an RCA facility. The CEO establishes policies and objectives in accordance with directives from the Chief Executive Officer of the corporation and ensures compliance with Virginia DBHDS licensing regulations (12VAC35-105), Virginia Human Rights regulations (12VAC35-115), HIPAA, and all applicable state and federal laws. The CEO revises objectives and policies in response to changes in internal and external conditions, coordinates operations between departments and other facilities, and establishes responsibilities and procedures for attaining objectives. The CEO reviews facility operations and financial statements to evaluate achievement of goals and works closely with corporate headquarters to develop policies and procedures that guide the overall direction of the business.

Requirements

Bachelor's Degree required
Two years full-time administrative/executive leadership OR five years of supervisory experience in a substance use disorders treatment facility or behavioral health hospital.
Solid knowledge of behavioral health management practices and clinical operations.
Advanced knowledge of Virginia-specific behavioral health regulations and accreditation requirements.
Working knowledge of operations, financial management, and marketing methods.
Strategic Thinking: Develops a workable plan to get from current to the desired goal. The effective CEO can see ahead clearly and anticipate consequences and trends accurately, has broad knowledge and perspective and can translate this into a plan based on key strategies that will provide long lasting progress for the company.
Communication: The CEO must communicate effectively not only internally but externally too with the Board, the financial community, customers, suppliers and the community.
Builds an Effective Executive Team - Getting a management team and different functional areas in concert and working together is an important skill. The CEO's responsibility is to manage the business in such a way that departments and individuals work together to fulfill the vision.
Business Acumen - The CEO must have the following attributes: Knowledge about trends, practices, and policies affecting the industry and business, A firm understanding of competitors and a good grasp of effective strategies and tactics that work in the marketplace, Continuous learning: A quick, relentless, and versatile learner. Can analyze both successes and failures and learn from the experience. Ability to sift through vast amounts of information, solicit opportunities and possibilities, and communicate effectively to others. Ability to blend intuition with analytical skills.
Customer focus - Clear understanding of customers' needs, preferences, interests, timelines and decision-making criteria. Focusing on meeting those needs and doing so profitably means success for both the company and the customer. Long-term customer satisfaction builds loyal.
Financial acumen. While much of this often falls to the CFO, the CEO must have solid financial acumen, such that they understand the key leverage points in the Income Statement and the Balance Sheet as well as the critical aspects of ensuring short-term cash flow and long-term profitability.

Responsibilities

Accountable for creating an environment and culture that focuses on fulfilling the organization's mission, vision, and values.
Ensures compliance with Virginia Human Rights regulations (12VAC35-115) and ethical standards, confidentiality requirements, and governance principles.
Provides leadership consistent with DBHDS licensing requirements and organizational policies (12VAC35-105).
Responsible for the operational management of all clinical and non-clinical departments, including Nursing, Admissions, Business Development, Finance, Clinical Services, and Regulatory Affairs.
Ensures the facility's written operating procedures are developed, maintained, and implemented in accordance with DBHDS standards, describing services provided, populations served, and methods used to ensure quality and safety.
Ensures all employees, owners, and volunteers comply with background screening and re-screening requirements under DBHDS licensing regulations (12VAC35-105-400).
Oversees compliance with licensing, accreditation, and safety requirements applicable to behavioral health and substance use disorder service providers.
Implements and maintains a continuous Quality Improvement (QI) program consistent with DBHDS 12VAC35-105-380.
Ensures the facility's quality metrics are achieved through sound clinical processes and adherence to ASAM criteria and all accreditation and regulatory agency guidelines.
Ensures all required documentation, such as operating procedures, incident reports, and policy updates, are available for review by DBHDS or accrediting bodies.
Recruits physicians and staff in targeted specialty areas; coordinates medical staff participation in new facility ventures and service expansions.
Supervises the development of comprehensive outpatient care and ambulatory programs in accordance with DBHDS 12VAC35-105-580 standards.
Develops and maintains positive relationships with local industry, government entities, community organizations, and key health care partners.
Ensures timely submission of month-end financial and operational reviews; contributes to the development of and participation in corporate-wide strategic planning efforts.
Achieves budgeted financial objectives, implements cost controls, and manages contracts and compliance with the commercial payor community.
Focuses on census-building efforts, strategic growth, and the long-term financial sustainability of the facility.
Maintain active DBHDS licensure and submit required updates and Corrective Action Plans through the CONNECT portal.
Ensure adherence to Virginia Human Rights regulations (12VAC35-115) and implement policies that safeguard client dignity, privacy, and complaint resolution.
Oversee program alignment with ASAM criteria for admission, continued stay, and discharge planning.
Guarantee 24/7 emergency consultation availability and timely psychiatric/medical consultation (within 24 hours by phone and 72 hours in person).
Establish formal affiliations for higher levels of care, including detox and residential services.
Maintain fiscal accountability, indemnity coverage, and governance policies specific to Virginia standards.
Supervise staff credentialing, ensure Medication-Assisted Treatment (MAT) availability, and compliance with DBHDS reporting requirements.
Ensure compliance with Virginia breach notification requirements under Va. Code § 18.2-186.6.
