About The Position

The Field Buyer performs tasks involved in forming and administering purchase orders for a semiconductor manufacturing plant project in New Albany, Ohio. The role supports procurement from preparation of material requisitions and bidder qualification through bid requests, proposal evaluation, negotiations, purchase-order commitments, approvals, supplier communications, and supplier performance monitoring. The Field Buyer works with Engineering, suppliers, and Bechtel personnel to ensure purchasing requirements are clear and suppliers meet their purchase-order obligations and project needs.

Requirements

Bachelor’s degree or international equivalent and 2–5 years of relevant experience, or 6–9 years of relevant work experience.
Knowledge of procurement practices, commercial terms, and supplier management processes for acquiring indirect goods and services.
Ability to develop sourcing strategies, obtain competitive quotations, conduct commercial evaluations, and negotiate favorable terms and conditions.
Experience working with cross-functional project teams to understand requirements and ensure timely procurement support.
Strong organizational skills and ability to manage multiple requisitions, supplier actions, and procurement deliverables in a fast-paced environment.
Effective written and verbal communication skills and ability to build productive relationships with suppliers and internal stakeholders.

Responsibilities

Communicate with Engineering to assist or guide preparation of material requisitions for materials and equipment and ensure the requirements are understood for processing.
Form bid packages, issue bid requests, coordinate bidders’ questions, and receive bidder proposals.
Prepare Commercial Bid Summaries and recommendations for award.
Prepare and commit purchase orders within the role’s authority.
Communicate with suppliers and Bechtel personnel to define requirements clearly and ensure supplier performance against purchase-order obligations.
Identify and define purchase-order changes and secure agreement regarding them.
Monitor supplier performance and ensure suppliers comply with purchase-order requirements.
