The J39 Foreign Humanitarian Assistance (FHA) Coordinator will provide direct support to the planning and evaluation of humanitarian assistance provision for both steady-state and contingency operations. This role involves overseeing the SOCCENT Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) portfolio, ensuring routine coordination with the CENTCOM Foreign Humanitarian Assistance (FHA) cell to manage SOCCENT requirements and meet Defense Security Cooperation Agency (DSCA)-mandated timelines. The coordinator will also liaise with POLAD to capture NGO, IGO, and Nation State HA activities for the SOCCENT COP, prepare routine reports on OHDACA fund usage, and provide budget analysis for optimal fund utilization. Additionally, the role requires coordination with SOCCENT Contracting Officers for timely HA deliveries and Overseas Humanitarian Assistance Shared Information System (OHASIS) training and support for Civil Affairs Teams. A strong understanding of Interagency (IA) structure and operating procedures is necessary for SOCCENT contingency, crisis, and transition planning, including staying updated on Department of State (DoS) reorganization efforts. The position involves preparing briefs, information papers, and presentations using Microsoft Office products, participating in SOCCENT battle rhythm events, working groups, and operational planning teams. Responsibilities also include reviewing and analyzing operational requirements for Civil Affairs or Civil Military products, developing and maintaining electronic resources and databases for mission continuity, and potentially performing travel CONUS/OCONUS as required.
