Oracle Health Government Services is seeking a skilled Communications Manager to join our mission-driven organization. The Communications Manager will drive communication strategies within our dynamic, purpose-driven organization. In this role, you’ll lead a team to design and execute communication initiatives for federal healthcare programs, collaborating with cross-functional teams and client partners. Your expertise in communications, knowledge of the federal government, and an understanding of healthcare environments will be key to your success.

  • Bachelor’s plus a minimum of 8 years of relevant communications experience and management experience.
  • Demonstrated experience in leading teams implementing technology products or government programs.
  • Applicants for U.S. based positions with Oracle Health must be legally authorized to work in the United States.
  • Verification of employment eligibility will be required at the time of hire.
  • Due to specific client contract requirements, this position requires that the successful candidate be a U.S. citizen.
  • The client contract also requires receipt of the appropriate government security clearance card applicable for the position.

Responsibilities

  • Own communications planning and execution: Identify, prioritize, and manage communication opportunities; develop and launch integrated communication strategies and campaigns aligned to program and business goals (healthcare-focused).
  • Partner with leadership and stakeholders: Collaborate with internal and client leadership to shape strategic messaging, cascade key updates, gain sponsorship for initiatives, and maintain strong working relationships across teams.
  • Create and oversee high-quality content production: Lead development of communications and marketing materials end-to-end (e.g., plans, one-pagers, white papers, articles, web pages, presentations, and social media), ensuring clear, audience-targeted messaging with minimal revisions.
  • Ensure quality, accuracy, and consistency: Review, proofread, and edit deliverables; enforce communication best practices and adherence to established team/client processes to meet or exceed quality standards.
  • Manage channels and platforms: Select, optimize, and govern communications across platforms and tools; apply basic platform/tool knowledge to maximize reach and effectiveness.
  • Use research and insights to refine strategy: Conduct competitive research, benchmarking, and trend monitoring; advise stakeholders on emerging communication trends and proactively recommend approaches to leverage opportunities and mitigate risks.
  • Measure and report impact: Track, analyze, and present results of communication efforts; provide consistent project/status reporting and communicate program state, plans, risks, and opportunities.
  • Drive project delivery: Manage multiple concurrent projects, timelines, and review cycles; ensure effective time management and accurate time reporting.
  • Lead and develop the team: Define staffing needs, maintain job descriptions, interview and hire; coach and develop employees, support performance and wellness initiatives, and deliver performance reviews.
  • Continuously improve: Proactively seek, incorporate, and respond to feedback to improve deliverables, processes, and stakeholder satisfaction.

  • Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
