About The Position

The Division Administrator for Federal and State Support reports to the CPS Director and directly supervises 4 positions and oversees a total of 15.5 positions. The position coordinates new initiatives because of federal, state, or legislative changes to ensure compliance with federal and state requirements. The position oversees the development of policies and rules for purchased services, foster care eligibility, child support, social security income, adoptions and other federal funding sources. The position oversees high level decision-making, policy development, and protocol development regarding determination of Title IV-E eligibility for IV-E eligible children/ youth for DFPS. The position is responsible for development of Title IV-E and IV-B state plans, including annual updates. The position oversees problem resolution associated with eligibility for Medicaid children in DFPS conservatorship or recipients of Title IV-E funding. The position resolves problems between state agencies and coordinates with regional residential contract staff, state office licensing, and state office legal for issues relating to contract residential facilities. The position interacts routinely with entities such as, health and human services staff, federal Administration for Children and Families staff, Office of Attorney General staff, Social Security Administration staff, regional staff, state office legal, budget, internal audit, information technology, contracts, regional operations, other state and federal agencies and various other organizations.

Requirements

  • Graduation from high school or equivalent.
  • Graduation from an accredited four-year college or university
  • Five years full-time consultative, supervisory, managerial, social service, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or DFPS experience.
  • Strong verbal and written communication skills, including the ability to present information at trainings, conferences, and legislative hearings.
  • Skill at establishing and maintaining working relationships, both internally and externally.
  • Knowledge of local, state, and federal laws and regulations relevant to program areas and of principles and practices of public administration and management.
  • Critical and analytical approach to problem solving and the ability to prioritize and manage multiple responsibilities.
  • Ability to plan, direct, and assign responsibilities and supervise the work of others.
  • Ability to write with brevity and clarity.
  • Experience regarding Title IV-E and correlating federal expectations for child welfare systems.
  • Experience working with Foster Care eligibility and Adoption Assisstance determination
  • Experience working with other agencies regarding Medicaid, SSI, and other systems supporting children in conservatorship

Responsibilities

  • Supervises managers, management analyst, compliance analyst, and other administrative level staff.
  • Supervises the planning and development of program activities to ensure compliance with the agency and division missions. Evaluates and interprets state and federal legislation to develop applicable rules, policies, and procedures. Directs the development and revision rules to guide program operations. Plans, coordinates, monitors, and evaluates statewide policies, procedures, and standards of service.
  • Directs the development of federal quality assurance activities to evaluate Title IV-E program performance. Directs the development of management and productivity reports and studies, including identifying needs, development of methodology, and the collection and analysis of data.
  • Assesses the external environment and collaborates with stakeholders to identify areas for change to improve program operations. Develops working relationships with internal and external stakeholders. Evaluates national trends and stays abreast of current research. Networks with state and national governments, associations, advocates, academics, to improve program operations, identifies need for legislative initiatives. Researches, analyzes, and prepares material for the agency’s legislative agenda.
  • Represents the division and participates in conferences, meetings, training, work groups, and committees to further the mission and functions of the agency.
  • Provides technical assistance and consultation to regional and other agency staff, contractors, providers, and facilities.
  • Oversees the development and monitoring of budget, the annual Title IV-B and IV-E state plans, eligibility related initiatives performance and outcome measures, legislative appropriations requests, business plans, and memorandum of understanding.
  • Establishes short, middle, and long-range goals and objectives. Develops or improves schedules, priorities, and standards for achieving goals.
  • Develops and conducts processes to address grievances, appeals, and administrative reviews regarding agency actions/decision.
  • Performs other duties as assigned and required to maintain unit operations including performing the functions of the divisional director in the director’s absence.
  • Promotes, monitors, and ensures that respect is demonstrated for all.
