About The Position

The Federal/State Regulatory Senior Analyst / Consultant serves as a key liaison between APS and regulatory agencies, maintaining ongoing relationships, navigating complex industry requirements, and addressing regulatory concerns. This role partners with internal teams and external regulatory agencies to support compliance with federal, state, and regional utility requirements. It involves assessing business practices and controls to ensure APS meets evolving regulatory obligations, researching and analyzing regulatory and legislative developments that may impact APS operations and customers, and developing programs and processes to address regulatory concerns and prevent future issues through continuous improvement. The role also involves representing APS by preparing and presenting information, including testimony and regulatory filings, to government and regulatory audiences, and advancing organizational positions to support informed regulatory decision-making.

Requirements

  • Experience in regulatory compliance, with utility industry and line siting experience.
  • Knowledge of federal, Arizona, regional, and electric utility regulatory frameworks and compliance requirements.
  • Strong analytical and problem-solving skills with the ability to evaluate complex regulatory issues.
  • Effective communication skills, including the ability to present information to regulatory and governmental audiences.
  • Ability to build collaborative relationships and work effectively with both internal and external stakeholders.
  • Bachelor's Degree
  • Minimum 5 years' related regulatory compliance experience; utility-based experience preferred.
  • In lieu of a degree, an equivalent combination of education and experience totaling 9 years is required.
  • Advanced knowledge of federal and regional electric utility industry and associated regulatory / legislative issues and related compliance requirements.
  • Bachelor's Degree
  • A minimum 7 years' related regulatory compliance experience, including 2 years utility-based experience.
  • In lieu of a degree, an equivalent combination of education and experience totaling 11 years is required.
  • Broad and in-depth knowledge of federal and regional electric utility industry and associated regulatory / legislative issues and related compliance requirements.

Nice To Haves

  • Utility-based experience preferred for Senior Analyst.
  • 2 years utility-based experience for Consultant.

Responsibilities

  • Partner with internal teams and external regulatory agencies to support compliance with federal, state, and regional utility requirements.
  • Assess business practices and controls to help ensure APS meets evolving regulatory obligations.
  • Research and analyze regulatory and legislative developments that may impact APS operations and customers.
  • Develop programs and processes to address regulatory concerns and help prevent future issues through continuous improvement.

  • Advance organizational positions and support informed regulatory decision-making.
  • Leads compliance reviews related to the operational and technical requirements of regulatory commissions/ authorities.
  • Prepares and coordinates complex filings to various state and local regulatory agencies.
  • Manages critical complaint case tracking and resolution.
  • Researches and provides information to regulatory bodies.
  • Acts as a subject matter expert to support all regulatory and compliance activities.
  • Develops guidelines and procedures to address regulatory requirements and/or findings.
