About The Position

The Executive Office of Health and Human Services (EOHHS) is seeking a strategic, collaborative, and detail-oriented professional to join its team as a Federal Revenue Analyst. This position plays a critical role in supporting the Commonwealth's revenue claiming, reporting, and financial analysis activities by ensuring the accurate reporting of federal funds and compliance with applicable federal and state requirements. The selected candidate will analyze complex financial and programmatic data, prepare federally required reports, identify opportunities to maximize federal revenue, and develop data-driven recommendations that support sound fiscal stewardship and informed decision-making across EOHHS.

Requirements

  • Comprehensive knowledge of accounting principles, generally accepted accounting principles (GAAP), financial management concepts, analytical techniques, and revenue reporting methodologies.
  • Knowledge of applicable federal and state laws, regulations, policies, and procedures governing revenue claiming, financial reporting, and program administration.
  • Strong analytical skills with the ability to evaluate complex financial and programmatic data, identify trends, draw sound conclusions, and develop practical recommendations.
  • Excellent written and verbal communication skills, including the ability to prepare reports, explain technical information, and provide guidance and technical assistance to diverse audiences.
  • Demonstrated ability to build collaborative working relationships with colleagues, partner agencies, and stakeholders while contributing effectively across teams.
  • Strong organizational, time management, and problem-solving skills, with the ability to manage multiple priorities, meet deadlines, and adapt to changing business needs.
  • Sound judgment, professionalism, and discretion when handling confidential information, maintaining accurate records, and ensuring the integrity of financial and reporting data.
  • Proficiency in Microsoft Office Suite, particularly Excel, with the ability to identify process improvements and effectively utilize financial, reporting, and data management systems.

Nice To Haves

  • Experience using enterprise reporting and financial systems, including Cognos/Data Warehouse, Mosaic, and the Commonwealth Information Warehouse (CIW) and Access/SQL.
  • Understanding of federal and state regulations governing Title XIX Medicaid, Title XXI CHIP, and other federal grant programs.
  • Proficiency with federal reporting and financial software applications.
  • Familiarity with health insurance programs, health plans, and the health insurance industry.
  • Knowledge of applicable laws, regulations, policies, procedures, standards, and guidelines governing federal revenue and program operations.
  • Demonstrated flexibility and adaptability in responding to changing priorities, business needs, and operational requirements.

Responsibilities

  • Analyze financial and operational data to support federal revenue claiming and reporting activities.
  • Prepare, review, and maintain federal revenue reports, records, and supporting documentation.
  • Interpret and apply federal and state laws, regulations, policies, and procedures related to federal revenue programs.
  • Conduct data analysis to identify claiming opportunities, discrepancies, process improvements, and revenue maximization strategies.
  • Determine projected expenditures and review agency spending plans.
  • Implement and review accounting procedures consistent with agency laws, rules, regulations, and generally accepted accounting principles (GAAP) to control agency expenditures, ensure consistency in accounting practices, and establish performance standards.
  • Develop written reports, correspondence, and recommendations based on data findings and program analysis.
  • Collaborate with internal teams, partner agencies, and stakeholders to ensure timely and accurate reporting.
  • Maintain quality control standards and ensure the accuracy and integrity of financial and reporting data.
  • Provide clear oral and written guidance, instructions, and technical assistance to staff and stakeholders.
  • Utilize multiple data systems and software applications to extract, analyze, and validate information.
  • Support process improvement initiatives to enhance operational efficiency, reporting quality, and compliance.
  • Perform other duties as assigned.
