About The Position

The Federal Recruiter leads full cycle recruitment for union covered roles across federal programs, ensuring strict adherence to collective bargaining agreements (CBAs), federal hiring regulations, and organizational staffing goals. This role requires deep expertise in union posting rules, seniority-based selection, grievance proof documentation, and labor management coordination.

Requirements

  • 5+ years of recruiting experience with direct responsibility for union/CBA covered roles.
  • Demonstrated ability to interpret CBAs and apply contractual hiring rules.
  • Experience managing internal postings, bidding processes, and seniority-based selection.
  • Strong partnership skills with Labor Relations and union representatives.
  • Proficiency with ATS/CRM platforms and enterprise level recruitment systems.
  • Exceptional communication skills for union related updates, candidate engagement, and stakeholder alignment.
  • Highly organized, responsive, and capable of managing multiple union covered requisitions simultaneously.
  • Ability to provide data driven insights to support labor management strategy and bargaining preparation.

Responsibilities

  • Lead Full Cycle Union Recruitment: Manage end-to-end hiring for union covered positions, ensuring compliance with all contractual requirements. Apply CBA interpretation to guide posting, selection, and offer processes.
  • Execute Union Posting & Bidding Requirements: Manage union job posting requirements, internal posting windows, and notification rules. Interpret and apply union hiring rules, seniority provisions, bidding procedures, and labor classifications to evaluate internal applicants and document selection decisions.
  • Maintain Documentation for Compliance & Grievance Defense: Maintain meticulous records of postings, applicant pools, selection rationale, and communication to support grievance defense and audit readiness. Ensure all hiring actions withstand contractual and regulatory review. Balance operational hiring demands while maintaining compliance with union and contractual agreements.
  • Source Union Eligible Talent: Build pipelines for skilled trades, technical roles, administrative roles, and other union covered classifications. Use advanced sourcing strategies to identify candidates aligned with CBA job classifications and wage structures.
  • Validate Wage Scales & Job Classifications: Ensure offers align with union wage scales, step progressions, and shift differentials. Confirm job classifications match CBA definitions and negotiated scopes of work.
  • Support Labor Management Communication: Provide timely updates to key stakeholders when contractual hiring steps require shared visibility. Experience partnering with Union Leadership, Labor Relations, Operations Leadership, Human Resource and Compliance. Escalate issues that may impact compliance or trigger disputes.
  • Track Union Labor Market Trends: Monitor workforce availability, wage trends, and union labor dynamics to inform proactive staffing strategies.
  • Maximize ATS & Recruitment Tools: Use ATS/CRM platforms to maintain data integrity, track union specific metrics, and streamline hiring workflows.
