DESCRIPTION This Federal / Military Programming Planner will join a collaboration of experienced planners, landscape architects, and project managers dedicated to having a positive impact through effective planning. The ideal candidate will be driven, intellectually curious, committed to excellence, and demonstrate a desire to make a difference in the communities we serve. The Federal Programming Planner will serve as lead project planner on multi-disciplinary planning projects and will be responsible for the preparation of DD Form 1391s, requirements development, master planning and strategic planning documents for Federal/Military (primarily Army, Navy, Marine Corps, Air Force, and Space Force) clients and other State and Local Government Clients as needed.

Requirements

  • Strong analytical skills and real property expertise required.
  • Excellent oral and written communication skills for preparing and presenting planning reports and projects.
  • Strong analytical skills and the ability to work independently as well as in multi-disciplinary teams.
  • Knowledge of planning principles, best practices, and techniques of planning.
  • Knowledge of space planning and facility utilization surveys.
  • Ability to conduct research and prepare statistical planning reports on land use, physical, social & economic possibilities, and constraints.
  • Demonstrated experience and appropriate training in employing strategic planning and space planning techniques to develop long and short-range plans.
  • U.S. Citizenship.
  • Minimum 7 years of related experience; 10+ years of experience preferred.
  • Four-year degree in Planning, Engineering, Architecture, Landscape Architecture, GIS/Geography, or related discipline.
  • Proficiency in MS Office (Word, Excel, Access, PowerPoint).

Nice To Haves

  • AICP or PMP preferred.
  • Knowledge of military (primarily Army, Navy, Marine Corps, Air Force, and Space Force) master planning and real property management preferred.

Responsibilities

  • Analyze and interpret the impact of mission, military doctrine and regulations, organization, training, materiel, leadership and education, and personnel on facilities requirements.
  • Identify and develop courses of action to address or mitigate facility imbalances.
  • Facilitate planning charrettes for Federal/Military clients as both a lead facilitator and as a member of a facilitation team.
  • Act as liaison between government agencies and other organizations in developing analyses and plans.
  • Provide project updates, metrics, communication, and documentation to clients and stakeholders.
  • Conduct field evaluations and assessments.
  • Access the PAX DD Form 1391 Processor System to develop and submit programming documentation.
  • Demonstrate strong understanding of DoD funding streams such as MILCON, FSRM, R&M, etc.
  • Generate facility requirements by leading project planning charrettes to define scope, cost, and facility needs.
  • Develop requirements in line with military service specific processes (e.g., Navy Basic Facility Requirements, Army Requirements Analysis, Air Force Customer Authorization Workbooks)
  • Apply knowledge of, and mentor others, in the use of Department of Defense Real Property and programming business systems, such as RPLANS, GFEBS, HQIIS, ASIP, PAX, ECONPACK, NexGen IT, iNFADS, etc.
  • Prepare written reports to clearly communicate findings to clients.
  • Other duties as assigned.
