About The Position

Tidewater, Inc. is seeking a Federal Construction Quality Manager (CQM) for the FLETC Charleston Construction Contract. This is a high-visibility federal project where precision, leadership, and accountability are critical. The CQM will play a pivotal role in delivering complex renovations within a premier training center for federal law enforcement. This role involves leading impactful work on a secure federal campus, guiding teams, driving safety and quality, and ensuring mission success for the client. Requirements

  • 10+ years’ experience supervising commercial, institutional, or federal construction projects.
  • 5 years’ experience as a QC Manager on United States Military or Federal agency construction contracts of comparable cost, type, and complexity.
  • Proficiency with construction software (Procore preferred), MS Project or Primavera, and Microsoft 365.
  • OSHA 30 (or ability to obtain within 30 days) and current First Aid/CPR.
  • Familiarity with safety standards listed in EM 385 1-1 and/or OSHA 1926.
  • Valid driver’s license.
  • Ability to pass pre-employment drug screen and DHS/FLETC background/suitability for site access.
  • Physical ability to conduct field walks, climb ladders, and lift up to 50 lbs intermittently.

  • Experience with RS Means as an estimating tool is a plus.

Responsibilities

  • Develop, implement, and maintain the Contractor Quality Control (CQC) Plan in strict accordance with contract requirements.
  • Serve as the primary quality representative to the Government and ensure full compliance with plans, specifications, and federal construction standards.
  • Lead and document Preparatory, Initial, and Follow-Up inspections for all definable features of work.
  • Verify materials, equipment, and workmanship prior to installation and enforce hold points and testing requirements.
  • Ensure compliance with U.S. Military and Federal construction administrative processes.
  • Enforce contract specifications, submittal requirements, and documentation protocols.
  • Maintain familiarity with USACE EM 385-1-1 and OSHA 29 CFR 1926 standards.
  • Provide technical oversight across all major construction trades, verifying installations meet approved submittals and design intent.
  • Review and approve submittals, RFIs, shop drawings, material certifications, and test reports prior to Government submission.
  • Maintain complete and accurate daily QC reports and track deficiencies and corrective actions to closure.
  • Schedule and coordinate third-party testing, inspections, and commissioning activities.
  • Ensure testing documentation is complete and compliant prior to Government review.
  • Identify, document, and resolve non-conformance reports (NCRs).
  • Lead root-cause analysis and corrective action implementation.
  • Manage punch list development and closeout.
  • Support hazard identification, safety compliance, and sustainability initiatives.
  • Coordinate closely with the Site Safety and Health Officer (SSHO) to ensure safe execution of work.
  • Interface directly with the Government COR, facility representatives, and subcontractors.
  • Attend quality meetings and provide status updates.
  • Support IDIQ task order execution and closeout activities.
  • Ensure completion of as-built documentation, warranties, O&M manuals, and quality records.
  • Support substantial completion and final acceptance processes.
