About The Position

The Federal Compliance Administrator plays a vital operational and oversight role within the DOE Weatherization Assistance Program (WAP). Working closely with the WAP Program Manager, program staff, contractors, and community stakeholders, this position ensures federal funds are deployed effectively, compliantly, and transparently. At the core of HBEP’s federal efforts is the U.S. Department of Energy (DOE) Weatherization Assistance Program (WAP). Administered state-wide by DHCD through a network of local non-profit subgrantees and community action agencies, WAP delivers whole-house energy conservation services. Through energy audits, insulation, heating system upgrades, air sealing, and critical health and safety remediations, WAP directly: Reduces energy burden: Lowers utility costs for Maryland’s most vulnerable households. Enhances living conditions: Creates safer, healthier, and more comfortable indoor environments. Drives local economic growth: Supports green jobs and local contractor networks. Advances state climate goals: Reduces overall carbon emissions and energy demand.

Requirements

• Graduation from an accredited high school or possession of a high school equivalency certificate.
• Seven years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management.
• Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture or any other related field and three years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management for the required experience.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification, loan specialist specialty codes in the loan specialist field of work, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.

• Experience conducting compliance reviews, monitoring activities, audits, risk assessments, or quality assurance reviews for federal or state- funded programs .
• Experience reviewing financial statements, budgets, cost allocation plans, invoices, or other fiscal documentation to assess organizational or program performance .

Responsibilities

• Assist in managing non-profit subgrantees delivering on-the-ground WAP services.
• Evaluate agency financial health, analyze financial statements, identify risks, and recommend stabilization strategies to the Program Manager.
• Provide guidance on complex federal regulations, program guidelines, and policies.
• Conduct desktop compliance reviews, on-site monitoring, and train new staff on standardized review checklists and compliance protocols.
• Support weatherization job cost accounting, program support cost accounting, grant cost allocation, budgeting, and invoicing processes.
• Assist the Program Manager in policy drafting, contractor management, event planning, communications, and community outreach.
