About The Position

This is a contractual position with State of Maryland benefits. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities. Annually, DHCD finances approximately 2,700 units of multifamily rental housing up to 40 properties amounting to $350 million in construction and permanent financing and over 3,000 first time homebuyers' mortgages amounting to $1 billion. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficient and sustainability of affordable multifamily developments, and preserve rental housing. Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Four years experience in rehabilitation or home improvement mortgage underwriting or loan analysis.
  • Applicants may substitute pertinent volunteer and/or part-time experience is acceptable. Please document the number of hours spent per week in this type of experience on the employment application form.
  • Applicants may substitute education at an accredited college or university on a year-for-year basis for up to two years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Financial Analysis classification series or Financial Analysis specialty codes on a year-for-year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Responsibilities

  • Account for all single-family loan, investment and bond transactions in two single family bond indentures.
  • Prepare the trial balance.
  • Analyze account data that accurately reflects the financial condition of CDA’s Single Family Bond Programs.
  • Provide administrative and technical support of a financial nature to employees in CDA Finance and the Division of Development Finance, thereby supporting the goals of CDA and the mission of DHCD as described in MFR (Managing for Results) documents.
