About The Position

This position supports FDOT by ensuring effective stewardship, compliance, and management of federal transportation funds within the Office of Work Program & Budget. As part of Federal Aid Management, the role contributes analytical, programmatic, and technical support that helps maintain the accuracy and integrity of FDOT’s Five‑Year Work Program, ensures projects meet federal eligibility and reporting requirements, and strengthens coordination between state and federal processes. Through these responsibilities, the position helps FDOT optimize its use of federal resources while supporting accountability and informed decision‑making. Requirements

  • Knowledge of basic mathematics.
  • Knowledge of Work Program programming conventions and applicable federal and state laws, rules, regulations, and guidelines relating to qualifying projects for federal funding.
  • Knowledge and use of computer software including Microsoft Office (Word, Excel, PowerPoint, Outlook) and Electronic Document Management Systems (EDMS).
  • Skills in effectively communicating in writing and in oral form.
  • Ability to utilize problem‑solving techniques.
  • Ability to analyze and evaluate data related to transportation.
  • Ability to work independently.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to prioritize tasks and meet deadlines in a fast‑paced environment.
  • Three years of professional experience in the field of financial analysis.
  • A bachelor’s degree or higher from an accredited college or university may substitute for the required work experience.
  • Professional experience in the fields of Finance, Economics, Public Administration, Business Administration, Policy Analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development can substitute on a year-for-year basis for the required work experience.
  • Candidates must be United States (U.S.) citizens or lawfully authorized alien workers.

Responsibilities

  • Act as a principal staff advisor in the Federal Aid Management Office for providing guidance on federal requirements and training to assigned District Federal Aid Coordinators in preparation of Federal Authorization Requests (FARs) for submission to Federal Highway Administration (FHWA). Responsibilities include providing technical assistance and guidance interpreting federal regulations to originators of the FARs, reviewing FARs submitted to ensure they are properly prepared before submitting them to FHWA for approval, and notifying originators when FARs are approved.
  • Coordinate with FHWA as needed to answer questions and/or to provide any additional information needed to enable FHWA to approve FARs in a timely manner.
  • Monitor production activities related to federal aid projects for assigned districts and pending authorization requests to ensure timely authorization of federal funds.
  • Monitor and report on the number and age of pending, reviewed, certified and transmitted FARs to ensure timely authorization of federal aid projects.
  • Serve as the principal staff advisor for activities pertaining to the overall financial administration of the federal Emergency Relief (ER) Program.
  • Ensure proper set up and programming for ER events.
  • Resolve programming matters with districts or central office work program.
  • Ensure the appropriate transfer from D funds to DER funds if a project did not qualify of the federal funds.
  • Develop the initial Program of Projects for each FHWA declared disaster event, tracking all Detail Disaster Inspection Reports (DDIRs) for each damage location including updates, associating DDIRs to individual Federal Aid ER Projects and ensuring appropriate funds and participation rates are used for each individual ER project.
  • Certify FARs for ER projects.
  • Investigate inactive ER projects and ensure they are closed in a timely manner.
  • Process Advance Construction (AC) conversions on federal ER projects.
  • Run and publish monthly management reports.
  • Keep materials updated.
  • Handle information requests from FHWA and interested state entities.
  • Provide training as needed on current ER procedures and practices.
  • Develop and update Work Program instructions for federal aid funded projects, federal aid technical bulletins, and other guidance regarding the various federal aid programs.
  • Review and develop departmental processes and procedures and assess impacts to federal aid funded projects.
  • Develop and update desk procedures for FAMO staff for continuity of operations and accuracy in processes.
  • Provide training to Central Office and District staff on matters pertaining to the administration of the Federal aid Highway Program and processing Federal Authorization Requests (FARs).
  • Develop frameworks, training and instructions to facilitate compliance with federal laws, rules, regulations, policies and procedures.
  • Identify opportunities to utilize automated systems to increase efficiency with processes and reporting needs.
  • Process Advance Construction (AC) conversions of federal project authorizations to federal funds. This includes preparing authorization requests for projects that have been pre-qualified for federal aid participation by a previous AC authorization.
  • Review federal aid projects for quality assurance and adequate funding available in the ensures the Federal Appropriation Categories for conversion.
  • Support in processing federal authorization for construction contracts letting in central office.
  • Ensure timely authorization prior to advertisement.
  • Perform quality assurance reviews on supporting documentation and programming requirements.
  • Perform the necessary processes to prepare for federal authorization of projects.
  • Support in the review, distribution, and coordination of information with FDOT offices and FHWA.
  • Monitor activities of federal aid projects to ensure timely progression of closing projects, and Period of Performance (POP) end date expiration.
  • Ensure districts take necessary action on resolving identified problems.
  • Monitor federal aid projects to ensure timely progression of closing projects, and the production activities on the FHWA’s Financial Integrity and Review and Evaluation (FIRE) report.
  • Provide technical assistance in the department’s Federal Authorization Management System (FAMS) and/or FHWA’s Fiscal Management Information System (FMIS) relating to technical problem identification and resolution and/or system enhancement, including user testing, training, and other related tasks.
  • Identify federal aid processes where Electronic Document Management System (EDMS) tools can be implemented to increase efficiency of operations.
