About The Position

The New York City Housing Authority (NYCHA)'s Office of Resident Economic Empowerment & Sustainability (REES) is seeking a dynamic Family Self-Sufficiency (FSS) Administrator to oversee NYCHA's FSS program. This HUD-funded initiative aims to promote economic self-sufficiency for NYCHA Section 8 Housing Choice Voucher Holders by helping participants achieve personal goals such as employment, increasing earned income, and obtaining education or training within a five-year period. Participants benefit from an escrow account that grows with their earned income and is disbursed upon successful completion of the program. The FSS Administrator will be responsible for program/grant administration, service delivery, ensuring compliance with NYCHA and HUD guidelines, program evaluation, reporting, supporting case management, collaborating with internal departments, leveraging community partnerships, facilitating resident outreach, supervising contractors/service partners, and seeking new funding opportunities. The role involves overseeing three FSS staff members and reporting to the REES Senior Director.

Requirements

  • A baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience performing work related to providing employment related services or economic support services to persons in need, at least eighteen months of this experience must have been in a supervisory or managerial capacity; or
  • A four-year high school diploma or its educational equivalent and eight years of full-time experience equivalent to '1' above; at least eighteen months of this experience must have been in a supervisory or managerial capacity; or
  • Education and/or experience equivalent to '1' or '2' above.
  • College credits from an accredited college or university may be substituted for experience on the basis of 30 semester credits for one year; year of work experience.
  • All candidates must have at least a four-year high school diploma or its educational equivalent and at least eighteen months of experience must have been in a supervisory or managerial capacity as described in '1' above.

Responsibilities

  • Plan, implement, direct, and evaluate the FSS Program in accordance with regulations and guidelines promulgated by HUD and policies set by NYCHA.
  • Direct and supervise three (3) FSS Coordinators, providing ongoing guidance and professional development.
  • Responsible for the implementation of the NYCHA FSS Action Plan, modifying it as needed.
  • Serve as liaison among and between related departments within NYCHA, including Leased Housing, IT, and Finance.
  • Responsible for reporting, maintaining all statistical data required by NYCHA and HUD.
  • Assure accuracy of all eligibility, enrollment, and other related data in the Agency’s housing program software and conduct management audits of case files.
  • Manage escrow accounts in coordination with NYCHA Finance, including calculation, tracking, reconciliation, and release.
  • Assist the REES Director, VP Resident Partnerships and Initiatives, and NYCHA grants management team with identifying and/or preparing grants, funding applications, and required reports.
  • Hold regular meetings with the team and Director to assess performance, fulfill program goals, and recommend operational improvements.
  • Stay up to date on developments in the FSS field, including Agency policies and HUD regulations.
  • Create and execute an outreach, recruitment, and case management plan.
  • Provide case management to a caseload of participants, including assessing needs, developing plans, and making referrals.
  • Review case records to update and monitor progress toward participants' goals.
  • Leverage existing REES partnerships with community service providers, employers, city agencies, and other entities.
  • Coordinate and facilitate a Program Coordinating Committee (PCC).
  • Oversee Memoranda of Agreement or contracts with community agencies and other providers.
