About The Position

Fidelity Partners is seeking an experienced Facility Security Officer (FSO) to support the company's industrial security program on a part-time, as-needed, remote basis. The FSO will be responsible for administering Fidelity Partners' security program, maintaining compliance with federal industrial security requirements, managing personnel security clearances, and supporting the company's Facility Clearance (FCL). The FSO will also serve as a primary liaison with government security agencies, including the Defense Counterintelligence and Security Agency (DCSA). The ideal candidate has hands-on experience administering a cleared contractor security program and is comfortable independently managing security requirements in a remote environment.

Requirements

  • U.S. citizenship required.
  • Active Secret or Top Secret security clearance strongly preferred.
  • Minimum 2–5 years of industrial security experience, preferably as an FSO, Assistant FSO (AFSO), or in a comparable security role supporting a cleared government contractor.
  • Working knowledge of 32 CFR Part 117 (NISPOM) and DCSA requirements.
  • Completion of applicable CDSE Facility Security Officer (FSO) Program Management training for possessing or non-possessing facilities, as appropriate.
  • Hands-on experience with DISS, NISS, NBIS, and related personnel and facility security systems.
  • Familiarity with personnel vetting and background investigation processes, including current systems and legacy e-QIP processes.
  • Experience maintaining Facility Clearance and personnel security documentation.
  • Strong organizational skills and attention to detail.
  • Excellent written and verbal communication skills.
  • Ability to manage sensitive and confidential information with discretion.
  • Ability to work independently and respond to security requirements on an as-needed basis in a remote environment.
  • Bachelor's degree preferred; equivalent relevant industrial security experience may be considered.

Responsibilities

  • Administer and maintain Fidelity Partners' industrial security program in accordance with 32 CFR Part 117 (NISPOM) and applicable federal security requirements.
  • Maintain the company's Facility Clearance (FCL) and associated security records and documentation.
  • Develop, implement, maintain, and enforce company security policies, procedures, and practices.
  • Maintain required records and conduct security-related actions using DISS, NISS, NBIS, and other applicable government systems.
  • Monitor changes to federal security requirements and advise company leadership regarding necessary compliance actions.
  • Report required security incidents, changes, and other information to appropriate government agencies.
  • Manage personnel security clearance processes for employees and other covered personnel.
  • Initiate, review, track, and maintain clearance applications and investigations.
  • Process onboarding and offboarding security requirements for cleared personnel.
  • Maintain accurate and appropriately protected personnel security records.
  • Track clearance status, eligibility, access, and required follow-up actions.
  • Coordinate fingerprinting, background investigation, and other personnel security requirements as applicable.
  • Conduct initial security briefings and orientations for cleared personnel.
  • Administer required annual security refresher training.
  • Conduct debriefings and complete appropriate security actions when employees separate or no longer require access.
  • Provide guidance to employees and management regarding safeguarding requirements, reporting obligations, foreign travel, suspicious contacts, and other security matters.
  • Maintain required training and briefing documentation.
  • Conduct periodic self-inspections and security program assessments.
  • Identify security risks, compliance gaps, and corrective actions.
  • Prepare the company for DCSA reviews, assessments, and inspections.
  • Coordinate responses to government security inquiries and findings.
  • Maintain documentation demonstrating continued compliance with NISPOM and other applicable requirements.
  • Serve as Fidelity Partners' primary security point of contact with DCSA and other applicable government agencies.
  • Respond to government security inquiries and requests for information.
  • Advise company leadership regarding industrial security requirements, risks, and compliance obligations.
  • Coordinate security requirements associated with classified contracts and subcontracting activities as applicable.
