About The Position

As the Facility Security Officer (FSO), this role has operational and facility security management oversight of classified waste operations, security systems maintenance/testing, security assessments/planning, and personnel security. Additional FSO responsibilities include maintaining current information for all Perma-Fix companies/subsidiaries regarding facility registrations, foreign control and ownership, and key management personnel for all DOE and DoD work involving sensitive work scopes. The FSO reports to the CEO for FSO duties. As Materials Control, this role manages responsibilities for production planning and process development for classified and non-classified waste. This includes the development of operational budgets, capital project requests, work scope reviews, and pricing of bid opportunities associated with classified waste operations. Operational responsibilities include safe and compliant storage and processing of waste materials containing classified constituents, and sanitization of weapon components from DOE and DoD facilities. This role reports to the DSSI General Manager for Classified Waste / Materials Control Operations.

Requirements

  • Ability to establish effective working relationships with operational groups, customers, and regulators.
  • Knowledge of classified operational processing with an emphasis on DOE waste materials compliant treatment and weapon component sanitization.
  • Working knowledge of DOE nuclear safety standards, DOE and DoD security requirements, management of classified matter/materials/wastes/components.
  • Strong background in applied chemistry with working knowledge of hazards and exposures.
  • Proficiency in the following MS applications: Word, Excel, Access, and Outlook.
  • Good Communication skills, both written and verbal.
  • Bachelor’s degree in Science/Engineering, or equivalent work experience.
  • DOE Q Clearance or DoD Clearance
  • Must be able to complete DOE and DoD training requirements for Facility Security Officers.
  • Working knowledge of all applicable local, state, and federal regulations.
  • Minimum of five years management experience.
  • Must be able to complete specialized RAD-worker training.
  • Must be able to complete specialized HAZWOPER training.
  • Drug Testing.

Responsibilities

  • Planning, development and management of classified waste materials operations.
  • Ensure that current storage operations and planned waste processing operations comply with RCRA permits for hazardous chemical constituents and DOE/AEA and/or Tennessee radiological requirements.
  • Ensure compliance with DOE requirements dealing with criticality safety, safety basis evaluations, security/classification, nuclear material control and accountability, and integrated safety management systems.
  • Assist with revenue forecasting and recognition, and month-end reports such as revenue, surety, aged waste and unbilled disposal forecast for classified and non-classified waste.
  • Help ensure site generated waste is properly characterized and managed.
  • Enforces job safety practices including use of personal protective equipment, good housekeeping techniques, lockout/tagout procedures, etc. to ensure a safe and healthy work environment for all employees.
  • Provide and maintain sufficient trained personnel to conduct the necessary operations and administration of the special wastes facility.
  • Conduct a Resource/Scheduling meeting or equivalent communication with departments.
  • Develop long and short term processing goals.
  • Manage expenses associated with normal operations of classified waste.
  • Facility and Personnel Security.
  • Compliance with DOE and DoD certifications and filings for Company-wide Oak Ridge operations and national projects involving sensitive materials/operations.
  • Ensures implementation of QA Plan elements for operations.
  • Ensure that Corporate personnel manage Official Use Only information per applicable DOE and DoD standards, including certain aspects of cyber security.
  • Maintain employee’s clearance.
  • Assist with attaining clearance for personnel.
  • Maintain FOCI requirements.
  • Other duties as assigned.
