About The Position

The Facilities Operations Manager (FOM) is responsible for the effective daily management and oversight of Annexes 2-9 as described in the current BOS contract. The FOM serves as the primary operational lead for facilities maintenance, project coordination, customer support, workforce oversight, and government interface activities. This position acts as the Government's primary point of contact for facility operations, project development, service requests, emergency response coordination, and after-hours operational support while ensuring compliance with contract requirements, GCR policies, and customer expectations. Must Obtain and Maintain a Secret Security Clearance.

Responsibilities

  • Sole administrator responsible for Annexes 2-9.
  • Manage, plan, prioritize, organize, control, report, evaluate, and adjust facilities maintenance operations, custodial support, pest management, landscaping, and snow removal services.
  • Coordinate service orders and maintenance support for Central Utility Plant (CUP) equipment and all mechanical and electrical systems with support from the Chief Facility Engineer.
  • Serve as the primary point of contact for after-hours emergency calls from Government personnel and engineering staff, including providing updates on reportable events.
  • Act as Deputy Project Manager and provide continuity of operations during the Project Manager's absence.
  • Coordinate project planning, job walks, scope development, and proposal submissions with Government representatives.
  • Serve as the sole administrator for Annexes 2-9 under the BOS contract.
  • Process and oversee the coding of invoices for approval and payment.
  • Purchase materials, supplies, equipment, and services required for Preventive Maintenance (PM), Service Orders, and IDIQ projects.
  • Review and approve purchase orders up to $5,000 in accordance with company purchasing policies.
  • Generate project quotes, cost estimates, and Authorization Request Forms (ARFs) for submission to the Government.
  • Act as the primary point of contact for Government representatives regarding Annexes 2-9 operations.
  • Conduct and coordinate job walks with Government stakeholders and assist in the development of project scopes.
  • Submit daily Central Utility Plant (CUP) reports and logs to the Government.
  • Provide status updates and notifications regarding reportable events, operational disruptions, and facility concerns.
  • Participate in recruiting, interviewing, selection, and onboarding activities for trades personnel, engineers, and other operational staff.
  • Coordinate and direct Project Managers, trade supervisors, engineers, subcontractors, and support staff to ensure effective project execution.
  • Responsible for the day-to-day supervision and development of Trades Leads, Craftsmen, Custodial Supervisor, and Mechanical Engineer, including scheduling, work assignments, training, coaching, and progressive discipline.
  • Manage maintenance services, repairs, and preventive maintenance activities involving HVAC, plumbing, carpentry, painting, central utility plant operations, and electrical systems.
  • Assist in implementing and managing open work order activities to ensure contractual response and completion requirements are achieved.
  • Ensure compliance with established service order completion standards: Emergency Service Orders response within 15 minutes; Routine Service Orders completion within 3 days; Minor Service Orders completion within 10 days; Major Service Orders completion within 20 days.
  • Coordinate workforce management and contract compliance efforts with GCR leadership and customer representatives.
  • Interface with, monitor, and direct subcontractors to ensure contractual performance requirements are met.
  • Lead operational meetings, including Facilities/Operations Meetings, PM Meetings, BAS Meetings, and other customer-directed meetings.
  • Perform as Deputy Project Manager and assume Project Manager responsibilities when necessary.
  • Serve as backup Quality Control Manager (QCM) when the assigned QCM is unavailable.
  • Serve as backup oversight manager for custodial operations when the Custodial Manager is unavailable.
  • Coordinate and manage GCR's response to inclement weather events, emergency situations, and facility disruptions, acting as the primary point of contact and response coordinator.
  • Prepare required reports, analyses, documentation, and performance metrics as directed by the Project Manager.
  • Ensure inventory and asset management processes are maintained in accordance with contractual requirements.
  • Work with CMMS, Supply, and Accounting personnel to maintain accurate inventory and asset records.
  • Analyze and resolve operational issues and assist team members in solving work-related problems.
  • Monitor overtime usage and labor expenditures to ensure compliance with budgetary guidelines.
  • Lead by example and promote accountability, safety, quality, professionalism, and customer service excellence.
  • Perform additional duties as assigned by the Project Manager.
  • Actively participate in the GCR and Project Occupational Safety & Health Program.
  • Perform all assigned work in a safe and reasonable manner that avoids preventable injury to you, co-workers, customers, and/or members of the public.
  • Immediately report all occupational injuries, unsafe conditions, and/or property damage.
  • Use and enforce the wearing of personal protective equipment.
  • Always wear a seatbelt while operating or riding in a company vehicle, government vehicle, or privately owned vehicle while performing work activities or acting as an agent of GCR.
  • Not be unfit for work due to the presence, ingestion, consumption, or inhalation of illegal drugs, prescribed medications, over-the-counter drugs, and/or alcohol.
