About The Position

The Facilities Operations Manager oversees capital improvement projects, ensures the long-term care and readiness of recreational assets, and plays the lead role in maintaining pool facilities in accordance with health and safety standards. Develops a routine maintenance schedule, implements the Parks Master Plan, and develops a tracking process for maintenance requests. The manager works collaboratively with city departments, contractors, vendors, and staff to ensure quality facilities for public use.

Requirements

  • Bachelor’s Degree in Parks and Recreation Administration, Government/Public Administration, or a related field
  • Two (2) years of progressively responsible experience in parks, facilities, or aquatic maintenance
  • Experience in a supervisory role
  • Knowledge of best practices of parks and recreation facility management, including the maintenance and operation of athletic fields, playgrounds, pools, recreation centers, and public parks.
  • Knowledge of facility operations, including pool filtration systems, chemical balancing, safety regulations, and water quality control in compliance with public health standards.
  • Knowledge of improvement planning, construction management, and facility renovation processes, including contractor coordination and project budget management.
  • Skill in reading and interpreting blueprints, construction drawings, technical manuals, and contract specifications.
  • Skill in coordinating and supervising contractors, vendors, and multi-disciplinary work crews.
  • Skill in preparing reports, tracking maintenance schedules, and maintaining accurate records.
  • Skill in effective time management and prioritization of competing assignments in a fast-paced, public-facing environment.
  • Skill in operating within allocated budgets, monitoring expenses, and forecasting capital and operational needs.
  • Ability to develop short- and long-term maintenance plans that align with department goals and community expectations.
  • Ability to analyze problems and develop logical and practical solutions for facility operations and maintenance issues.
  • Ability to communicate effectively both verbally and in writing with staff, contractors, vendors, and the public.

Nice To Haves

  • Experience in overseeing large-scale capital projects, renovations, and facility improvements preferred.
  • Preferred certification: CPRP/CPRE and CPO/AFO.

Responsibilities

  • Manages the ongoing maintenance, inspection, and repair of all parks, recreation buildings, pools, athletic fields, and playgrounds owned or operated by the City of Douglasville Parks and Recreation Department, ensuring long-term asset readiness and timely resolution of facility maintenance requests.
  • Oversees daily and seasonal operations of all aquatic facilities including maintenance, water quality management, inspections, equipment monitoring, and ensuring compliance with state and local health codes, and implementing operational best practices consistent with Certified Pool Operator (CPO) standards.
  • Plans, implements, and monitors renovations, upgrades, and long-term facility improvement projects including park amenities, recreation centers, irrigation systems, roofing, HVAC systems, field surfaces, and pool infrastructure, with emphasis on recommendations outlined in the Parks Master Plan.
  • Coordinates capital project timelines, budgets, contractor performance, and city approvals, working collaboratively with internal departments, contractors, and vendors to ensure projects are completed on time and within scope.
  • Serves as the primary point of contact for the planning, execution, and inspection of capital improvement projects in parks and facilities, providing professional oversight and accountability throughout all project phases.
  • Directs the preventive maintenance schedule for recreation facilities, grounds, and pool systems to reduce equipment downtime and extend asset life cycles, and support consistent service delivery across all facilities.
  • Ensures compliance with all city, state, and federal safety, health, and environmental codes relating to parks, recreation, and aquatic facilities, maintaining a safe and regulation-compliant environment for staff and the public.
  • Performs other related duties as required.
