About The Position

This is an At-Will appointed supervisory maintenance position that serves at the will and discretion of the County Manager. This position is the highest level responsible for the operation and maintenance of all County buildings, grounds, budgets, cost estimates, requisitions, and reports pertinent to the department and its staff members. The position is responsible for developing Chaves County’s Preventative Maintenance Program and fully utilizing the maintenance management system software and building control systems.

Requirements

  • High school diploma or G.E.D.
  • At least six (6) years’ applicable experience in a multi-facility complex.
  • Minimum of four years supervisory experience.
  • Valid N.M. driver’s license with a good driving record.
  • No prior DWI convictions within the last 48 months.
  • Must pass annual Detention Center security and protocol training and adhere to New Mexico Detention Center safety standards.
  • Must become proficient using Department’s maintenance management software and building control systems within one year of hire.
  • Ability to communicate orally and in writing in English.
  • Ability to independently perform the wide range of complex and responsible management and technical assignments associated with facility operation and maintenance.
  • Must be able to prepare budgets.
  • Ability to supervise in a pleasant and efficient manner.
  • Knowledge of business and personal computers, spreadsheets, and maintenance management software and building control systems.
  • Ability to assess and prioritize multiple tasks, projects, and demands.
  • Ability to write complete reports with clarity.
  • Ability to read and understand plans and blueprints.
  • Knowledge of and ability to use all equipment, hand and power tools.
  • Knowledge of HVAC, painting, carpentry, plumbing, grounds keeping, electrical, and custodial crafts.
  • Ability to communicate effectively orally and in writing in English.
  • Establish and maintain effective working relations with co-workers and the public.
  • Ability to fill out reports and requisitions for purchase orders.
  • Ability to work well with ever-changing priorities and/or situations.
  • Work independently using good judgment and decision-making skills.
  • Employee must know and understand County Personnel Policy as well as all county and departmental policies pertinent to the position.
  • Must be willing to hold personnel responsible for compliance with personnel policies through disciplinary actions when required.
  • Must be able to maintain an acceptable attendance record, be punctual, and meet established deadlines.

Nice To Haves

  • Five years’ experience in operation and maintenance management of federal, state, county, or university facility.
  • Bachelor’s degree from an accredited college or university in engineering, plant management, public administration, or business administration.
  • Some out-of-town travel for training may be required.

Responsibilities

  • Keeping Public Services Director informed on all important and critical facility operation and maintenance issues and needs.
  • Approval, development, and organization of projects and procedures pertinent to County building and grounds maintenance.
  • Supervising, assigning, reviewing, training, and evaluating the work of all staff members.
  • Planning and outlining work for the department.
  • Providing technical cost estimates and writing specifications.
  • Coordinating, inspecting, and ensuring compliance with plan specifications and building codes on all contracted work.
  • Inspecting facilities and grounds to determine maintenance and repair needs.
  • Reviewing work orders and setting priorities.
  • Interfacing with Public Services Director on complex controlled maintenance, capital outlay projects, space utilization, long-range planning, and preventative maintenance.
  • Setting priorities and scheduling repairs in accordance with budget limitations.
  • Preparing departmental budget proposals and approving requisitions.
  • Preparing reports, maintaining departmental supply and property inventory, and department personnel records.
  • Implementing progressive disciplinary procedures within the department.
  • Consulting and maintaining liaison with governmental partners, vendors, contractors, architects, and engineers.
  • Obtaining bids, when necessary, following guidelines of the Chaves County purchasing policy.
  • Planning with Public Services Director in areas of energy conservation, safety codes, and handicap requirements.
  • Overseeing training of departmental staff and assuring all repair hours and materials are inputted into the maintenance management program.
  • Working with the Safety and Compliance Manager as required on OSHA and other safety-related issues.
  • Reporting all employee accidents/incidents and completing Incident Reports per the loss control program.
  • Issuing keys for all County buildings for which CCFM is responsible.
  • Overseeing building control systems.
  • Ensuring employees have knowledge of County government functions and procedures; familiarity with state statutes and all County and departmental policies.
  • Performing all other duties as assigned.
  • Directing, supervising, and reviewing the work of subordinates.
  • Working with Human Resources on employee discipline per County policy.
