About The Position

This position manages the DEQ Facilities, Health and Safety programs, and supports the NC Stewardship Program. This position is responsible for all administrative and budget activities and serves as a working manager responsible for directing employees, assigning and appraising work activity and productivity. This position serves as the subject matter expert for all things related to DEQ routine and non-routine maintenance, construction and capital improvement projects, which includes serving as the primary capital project coordinator for facilities. This position manages the day-to-day operations of the central DEQ facility maintenance team to address maintenance issues and provide solutions to minimize work interruptions. Work is supervisory, administration, and para-engineering work in the management of routine and non-routine operations regarding the construction, maintenance and repair of facilities and equipment. Serve as a technical resource providing advice, guidance and leadership regarding procedures, and documentation for facility performance requirements in compliance with industry standards. This position supervises staff responsible for agency owned and leased property and facilities throughout NC. This position is responsible for managing the agency’s real property leases and sub-leases, other general construction contracts, Department of Administration (DOA) work requests, DOA ALT Requests, space management requests and office relocations, DEQ’s Safety Program, Motor Fleet and Department owned vehicles and equipment such as cars/trucks, boats and other watercraft, trailers, aircraft, drones, mobile devices, security, parking, and insurance. This position is designated as Safety Sensitive and is subject to random drug screens. This position is designated Mandatory, Emergency and Essential and will be required to work during emergency situations.

Requirements

  • Bachelor’s degree in Facilities or Construction Management or related Engineering field from an appropriately accredited institution and four (4) years of progressively responsible experience in construction or facility maintenance including three (3) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities or an equivalent combination of education and experience; or Associate’s degree in Construction Management, Air Conditioning, Heating and Refrigeration Technology, Industrial Maintenance Technology, or Mechanical Engineering Technology from an appropriately accredited institution and six (6) years progressive experience in construction or facility maintenance including three (3) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities.

  • Oversees and manages routine and non-routine construction, maintenance, repair to all DEQ sites and locations.
  • Provides support throughout the agency and is involved in the oversight of capital improvement projects that require budget oversight, bid evaluation and construction through project completion.
  • Manages real property leases, sub-leases, facility related contracts, DOTS tickets, office relocations, Motor Fleet and agency owned vehicles, boats, motors, trailers, planes, drones, mobile devices, security, parking, and insurance policies.
  • Responsible for all aspects of the agency’s capital project planning and general management, central safety program, and the NC Stewardship Program responsible for monitoring and management of over 500 conservation easements and properties held by DEQ for stream and wetland mitigation.
