About The Position

The Virginia State Police (VSP) is seeking to hire a Facilities Services Contract Manager in our Property and Finance Division at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to: • Responsible for the procurement of construction services, building components repair/replacement, non-professional and professional services contracts under the supervision of the Buildings and Grounds Director. • Providing support, coordination, and direction regarding capital outlay, maintenance reserve, and non-capital construction project procurement, records management, reporting, and records retention for VSP. • Ensuring all procurements are made in accordance with the Virginia Public Procurement Act, the Construction and Professional Services Manual (CPSM), the Agency Procurement and Surplus Property Manual (APSPM), VITA Buy-IT Manual, and Department policies and procedures. • Developing and maintaining contracts. • Preparing and initiating the solicitation and execution of competitive sealed bids, competitive negotiations, sole source, Quick Quotes, and emergency procurements. Requirements

  • Of the principles and practices of procurement.
  • Of laws and guidelines affecting governmental procurement.
  • Of contract administration.
  • Working knowledge and understanding of the Virginia Public Procurement Act in Title 2.2, Chapter 43, and the policies and procedures contained in the Division of Engineering and Buildings Procurement Construction and Professional Services Manual (CPSM) and the Division of Purchases and Supply Agency Procurement and Surplus Property Manual (APSPM).
  • Highly proficient computer skills.

  • In problem-solving.
  • To procure goods and services in accordance with established policies, procedures, and guidelines.
  • To develop Request for Proposals (RFPs), Invitation for Bids (IFBs), and other contractual documents.
  • To conduct vendor negotiations and administer contracts.
  • To apply state procurement laws and regulations.
  • To apply research techniques for obtaining complex/technical goods and services.
  • To analyze data and develop reports.
  • To manage multiple procurements of varied sizes and complexity.
  • To effectively communicate with not only engineering and architectural professionals, but also diverse trades people, and VSP staff, both orally and in written communications.
  • Virginia Construction Contracting Officer (VCCO) certification required.
  • Considerable experience in procurement and contract management involving construction, professional, and non-professional services to include, but not limited to, managing vendor performance and execution of contractual obligations to the satisfaction of the Department and internal customers; in maintaining and enforcing contract compliance with schedules, quality standards, and workmanship; in verifying deliverables as specified in contracts, MOUs, and related documents with proactive communications, prompt pay applications, and resolution of deficiencies in support of completing projects within the VSP facilities portfolio.
  • Familiar with principles and practices of architecture and engineering disciplines, construction administration, and State and Federal codes, laws, and regulations which apply to the construction of public buildings.
  • Requires a Statement of Economic Interest form be filed electronically prior to taking employment; and thereafter, annually on or before February 1st.
  • Graduation from high school or equivalent.

Nice To Haves

  • Virginia Contracting Associate Officer (VCA) or Virginia Contracting Officer (VCO) certification preferred.
