About The Position

The National Reconnaissance Office (NRO) is seeking an experienced Facilities Project Manager to join the Management Services & Operations (MS&O) team. This role is within the Facilities Logistics Service Division (FLSD) and is responsible for the execution of design/build construction projects. Projects vary in scope and complexity, supporting all aspects of a facility including power, people spaces, and cooling. Working in FLSD offers a unique experience with a variety of projects that allow program managers to utilize their expertise and expand their knowledge across all facility operations. The diverse nature of the projects ensures daily work remains exciting and engaging.

Requirements

  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain a TS/SCI security clearance.
  • Knowledge of Microsoft Office Suite, including Microsoft Project and Microsoft Visio.
  • Skill in the design and use of automated databases and spreadsheet software to develop and improve data collection, storage, and reporting, and to explain the use of established databases for historical reference and analysis.
  • Skill in written communications to prepare plans and briefings.
  • Skill in oral communications for presentations and briefings.
  • Skill in maintaining effective working relationships with internal and external customers, and serving as a point of contact for assigned work efforts.
  • Interpersonal abilities including skill to establish and maintain good working relationships with a wide variety of individuals involved in various aspects of assigned projects.
  • Ability to develop and integrate multiple project schedules into an integrated master schedule.
  • Ability to execute projects within established financial and time constraints.
  • Direct applicable experience demonstrating possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position.
  • Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position.

  • Must achieve the appropriate IA certification within six months of assignment.
  • If selected for a DAWIA coded position, the incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.

Responsibilities

  • Serves as an ADF-C Facilities Program Manager responsible for the overall management, control, coordination, and execution of assigned projects.
  • Implements corporate decisions, guidance, laws, regulations, and policies in project execution.
  • Develops integrated management plans and project schedules for work breakdown milestones, including budgets, responsibilities, assumptions, risks, contingencies, and performance criteria.
  • Tracks and maintains detailed project communications, including meeting minutes, email correspondence, phone conversations, and weekly status reports.
  • Reviews cost reports to ensure authorized and appropriate charges, identifying and correcting unauthorized charges.
  • Monitors project progress, measures performance, and takes corrective actions to maintain scope, schedule, and cost.
  • Reconciles sponsor/customer concerns and informs all parties of project progress, issues, and impacts.
  • Provides weekly status reports on assigned projects (progress, issues, and trends) to corporate leadership.
  • Serves as the Contracting Officer's Technical Representative (COTR) for project and facility management issues.
  • Reviews rough-order-of-magnitude (ROM) costs for out-year projects to aid future budgeting.
  • Determines project requirements, scope, and deliverables to develop and review Government statements of work (SOW).
  • Reviews independent Government cost estimates (IGCE) for the SOW.
  • Develops technical evaluations for project proposals, assessing the validity of cost, schedule, and technical approach.
  • Develops, maintains, and manages all documentation related to construction projects.
  • Leads, plans, implements, and coordinates all activities related to facilities projects.
  • Serves as Contracting Officer Technical Representative (COTR) for a full range of contracting activities in coordination with the contracting officer for facilities-related construction projects.
  • Efficiently utilizes computerized maintenance management systems.
  • Monitors maintenance contractors' work.
  • Maintains knowledge of basic heating and cooling systems, and appropriate software and system controls for facility management.
  • Maintains knowledge of energy and utilities management and institutional policies related to energy usage and conservation.
  • Manages facility operations and maintenance activities.
  • Manages, maintains, and updates existing data records related to high-risk facilities space and maintenance.
  • Builds and maintains mutually beneficial relationships, facilitates communications, and coordinates activities among Buckley Space Force Base, Utility providers, and the ADF-C.
  • Identifies collaborative opportunities, secures stakeholder buy-in, and oversees negotiations to benefit the ADF-C.
  • Relays the organization's interests and works to further them through collaborative efforts.
  • Secures classified information in accordance with E.O. 13526.
  • Performs other duties as assigned.
