About The Position

AGG is seeking a Facilities Program Analyst to support Naval Construction Group (NCG) facilities programs from Port Hueneme, California. This administrative and technical position coordinates with installation, public works, engineering, and command stakeholders to support facilities planning, project execution, resource tracking, and camp maintenance for controlled facilities at CONUS and OCONUS locations. The position also supports five rate-specific maintenance shops and provides Government decision-makers with timely analysis, draft documentation, and recommended courses of action.

Requirements

  • High school diploma required.
  • Senior-level experience consistent with Engineering Technician VI and Civil Engineering Technician work, including independent analysis of complex facilities or engineering assignments, adaptation of established methods, preparation or review of technical documentation, and coordination with engineers, planners, maintenance personnel, and customers.
  • Demonstrated experience in facilities planning, maintenance management, project tracking, inspections, space planning, cost estimating, records management, budgeting, or construction/facility program support.
  • Technical knowledge of Navy Facilities Maintenance Plans, Basic Facility Requirements, DD Form 1391 development, MILCON planning, SRM planning, and facility requirements analysis.
  • Operational proficiency with Maximo or comparable computerized maintenance management and facilities database systems; familiarity with iNFADS is preferred.
  • Proficiency with standard office productivity applications, spreadsheets, presentations, flowcharts, databases, Navy correspondence, and electronic and hard-copy filing systems.
  • Ability to collect, validate, analyze, and present facilities data; develop clear reports and briefings; identify deficiencies; and recommend practical corrective actions.
  • Working knowledge of warehouse, inventory, key control, shop administration, and maintenance-materials accountability practices.
  • Professional written and oral communication skills and the ability to coordinate effectively with military, civilian, contractor, engineering, inspection, and command stakeholders.
  • Must be a United States citizen.
  • Personnel must be able to obtain and maintain, at minimum, a favorably adjudicated National Agency Check, Local Agency Check, and Local Credit Check investigation, or the current Government-designated equivalent.

Nice To Haves

  • Technical school diploma, or advanced coursework in civil engineering technology, engineering technology, construction management, architecture, facilities management, or a related discipline preferred.
  • Familiarity with iNFADS is preferred.
  • Familiarity with NAVFAC Asset Management, Facilities Management and Sustainment or Facilities Maintenance Division functions, and Facilities Engineering and Acquisition Division operating structures is desired.

Responsibilities

  • Coordinate facilities maintenance, repair, planning, and project activities for controlled facilities.
  • Serve as an administrative liaison with commands and other engineering support organizations; facilitate technical communications without making binding commitments on behalf of the Government.
  • Support administration of five rate-specific shops used by government personnel and subordinate units for camp maintenance and operational requirements, including materials control and shop records.
  • Administer the Camp Maintenance Program, including the Zone Inspection Program, Lock and Key Program, minor maintenance and repair tracking, accounting, draft budgeting, and training for subordinate units in accordance with the PWS.
  • Analyze present and future facility requirements for active and reserve units and prepare a comprehensive Facility Requirements Study for Government review and validation on a semiannual schedule established by the COR.
  • Draft and maintain facility fund-tracking sheets, resource allocation records, operating-cost analyses, and budget inputs for Government review; research potential funding sources while preserving Government authority over expenditures and allocations.
  • Provide planning and project-management support from request through completion, including milestone tracking, command documentation, cost estimates, justifications, environmental-impact support, and status reporting.
  • Support execution of the two-year Minor/Major Maintenance Action Plan and prepare planning inputs and draft DD Form 1391 documentation for the 10-year master plan, MILCON projects, and facility replacement initiatives.
  • Analyze the basic facilities trouble-ticket backlog and recommend prioritization strategies to support a government objective of reducing the backlog.
  • Develop, review, and update command-level Basic Facility Requirements (BFRs); prepare draft submissions and justifications; and facilitate transmission of Government-validated BFRs to NAVFAC SW planners for entry into iNFADS.
  • Maintain physical and electronic facility records, including engineering drawings, maps, charts, databases, card files, asset data, requirements, deficiencies, and excesses.
  • Receive and analyze space-allocation and facility-improvement requests, clarify requirements with requesters, and provide technical recommendations for final Government determination.
  • Provide facilities subject-matter support for NECC Inspector General Command Assessments, including draft assessments, technical guidance to inspectors and subordinate facilities managers, and corrective-action recommendations for Government approval.
  • Monitor Inter-Service Support Agreements for utilities, maintenance, and related host-command support; recommend modifications to NCG leadership.
  • Track facilities requirements, resolve data calls, consolidate the Integrated Priority List for review, and analyze the Annual Inspection Summary to draft inputs for the annual Sustainment, Restoration, and Modernization budget execution plan.
