About The Position

Plans, directs, coordinates, and manages the operation, maintenance, repair, and improvement of all City-owned facilities. Responsible for developing and implementing comprehensive preventative maintenance programs, supervising facility maintenance personnel assigned throughout City departments, managing facility-related contracts and budgets, and ensuring safe, reliable, and efficient operation of municipal buildings and associated infrastructure. Provides leadership in strategic facility planning, asset management, regulatory compliance, and capital improvement recommendations to maximize the useful life of City assets while providing exceptional service to internal departments and the public.

Requirements

  • Thorough knowledge of commercial building systems including HVAC, plumbing, electrical, mechanical, roofing, structural components, building automation systems, generators, fire suppression systems, and security systems.
  • Knowledge of preventative maintenance principles and asset lifecycle management.
  • Knowledge of safety regulations, ADA requirements, building codes, and facility safety standards.
  • Ability to supervise, coach, and evaluate employees.
  • Ability to manage multiple priorities and respond effectively to emergencies.
  • Ability to prepare budgets and monitor expenditures.
  • Ability to analyze facility conditions and develop long-term maintenance strategies.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with City staff, contractors, consultants, vendors, and the public.
  • Ability to respond to communications after working hours if needed.
  • Ability to communicate effectively orally and in writing.
  • Three years’ related work experience required.
  • Valid driver’s license required.
  • High School diploma or equivalent required.
  • Valid Missouri Driver's License required.
  • Must pass a drug screening and criminal background check prior to employment.

Nice To Haves

  • Bachelor's degree in Facilities Management, Construction Management, Engineering, Public Administration, Business Administration, or a closely related field preferred.
  • Minimum of three (3) years of supervisory experience preferred.
  • Experience managing preventative maintenance programs and maintenance personnel.

Responsibilities

  • Plans, organizes, directs, and evaluates maintenance operations for all City-owned buildings and facilities.
  • Supervises maintenance personnel assigned to various City departments and establishes work priorities and performance expectations.
  • Develops and implements a comprehensive preventative maintenance program for all City facilities, including HVAC systems, roofs, plumbing, electrical systems, elevators, generators, building envelopes, fire protection systems, security systems, and other building assets.
  • Oversees work order management and establishes service level expectations for maintenance response.
  • Conducts facility inspections to identify maintenance needs, safety concerns, deferred maintenance, and capital improvement priorities.
  • Develops short- and long-range facility maintenance plans.
  • Assists in developing annual operating and capital improvement budgets related to facility maintenance and replacement.
  • Monitors maintenance expenditures and manage departmental budgets.
  • Coordinates contracted maintenance services including HVAC, elevators, fire suppression systems, security systems, janitorial services, roofing, pest control, and other specialized services.
  • Oversees emergency repairs and coordinates response during facility emergencies.
  • Maintains facility asset inventories and replacement schedules.
  • Develops policies, procedures, and standards for facility maintenance operations.
  • Collaborates with department directors to prioritize maintenance projects and minimize disruption to City operations.
  • Provides recommendations regarding facility improvements, renovations, energy efficiency initiatives, and lifecycle replacement planning.
  • Coordinates maintenance support during special City events as needed.
  • Prepares reports regarding facility conditions, maintenance activities, budgets, and capital planning.
  • Responds to after-hours emergencies when necessary.
  • Performs all other related duties as assigned.
