About The Position

The Facilities Manager provides leadership for work flows, administrative processes, supply distribution and renovation projects within Student Housing and Community Services (SHCS) facilities and building services. They have direct management responsibility for staff, and project management responsibility for maintenance, and related process projects. The position supports departmental initiatives and operational continuity by participating in various committees, and working with colleagues within SHCS and the broader university.

Requirements

  • Undergraduate degree in a relevant discipline.
  • Minimum of four years experience or the equivalent combination of education and experience.

Nice To Haves

  • Project Management Certification and/or PMP preferred.
  • Experience managing staff within a unionized workplace.
  • Knowledge of WorkSafeBC regulations.
  • Knowledge of project management software and literacy in architectural drawings are required.
  • Experience in project management, scheduling or estimating.
  • Previous experience in a hotel or university environment is preferred.
  • Must be tactful, diplomatic and have good interpersonal skills, fluent in both spoken and written English.
  • Able to effectively plan complex tasks.
  • Must possess excellent computer skills, and have a working knowledge of buildings, building systems and blueprints.
  • Valid British Columbia Drivers license preferred.
  • Must be bondable.

Responsibilities

  • Manages facilities, building services, and operations for a large number of multi-purpose facilities.
  • Develops custodial work plans for implementation in multiple SHCS facilities which includes but not limited to preventative maintenance programs, annual plans, changeover preparation and suite turnovers.
  • Manages and oversees service contracts on behalf of the department for service arrangements across multiple facilities, including monitoring the performance of the contracts and managing the vendor.
  • Leads employee recruitment, selection and on-boarding activities for Building Services.
  • Manages execution of on-going Building Services training programs including planning of activities.
  • Leads annual review of staff on-boarding program in consultation with HR.
  • Develops, implements, and assesses training programs for all staff. Facilitates programs for residents, guests and staff as required. Ensures compliance with UBC and UBC Student Housing and Community Services HR standards and procedures.
  • Assists in the development of facilities and building services, operations, maintenance, and annual project plans including scope, design, budget, schedule and project team responsibilities, in order to accomplish key objectives.
  • Leads on these projects, which include but are not limited to processes, and strategic initiatives (including sustainability, safety, and so on), by liaising with contractors, vendors, and internal or external stakeholders.
  • Participates in the development of an annual budget, including its cost controls, and supports the management of assets with relevant colleagues and stakeholders.
  • Establishes short term and long term operational goals for facilities and building services, maintenance, and operations. Supports relevant SHCS stakeholders in the identification of physical needs for short and long term strategic departmental plans.
  • Leads cost control on labour, supplies and vendor supplied services to maintain established budget.
  • Establishes standards and best practices to ensure SHCS Facilities and Building Services data management and processes are developed in a systematic manner and used in an efficient way with SHCS and campus objectives in mind.
  • Conducts service and procedure modeling to determine current and future needs; develops, recommends and implements best practices for Facilities and building services, Maintenance, and Operations.
  • Leads in the development and maintenance of operationally relevant data enterprises and procedure management programs; Including the request for maintenance, payroll, and inventory systems.
  • Ensures that internal and external requests are appropriately resourced with relevant parties and directed by established processes.
  • Assigns work and provides instructions, advice and technical leadership and guidance to staff; reviews work in progress and assesses completed work for accuracy, required results, and quality assurance.
  • Leads consultation with employees, internal/external customers, and stakeholders to seek out and apply user centric solutions, innovations, sustainability initiatives, new technology, processes and products that will benefit SHCS, and campus users.
  • Liaises with all areas of the Department to explore opportunities for continuous improvement. Ensures that programs are developed, implemented and executed and knowledge is transferred to appropriate project stakeholders through training and lessons learned documentation.
  • Represents the department on University Committees at UBC involving campus, the community and surrounding areas.
  • Provides support to ensure the condition of buildings, facilities, and equipment are operated, inspected and maintained in a regulatory, satisfactory and safe manner, to foresee problems and to initiate action through their appropriate crews to correct any deficiencies.
  • Ensures work is performed in conformance with all applicable safety standards and applicable acts and regulations, including but not limited to WorkSafeBC, BC Building Code and CSA Standards.
  • Performs all other duties as required.
