About The Position

Hampton Roads Transit (HRT) is seeking a dynamic, customer-service oriented, and energetic Facilities Maintenance Supervisor-Buildings and Grounds to join their team. This role is responsible for supervising the daily operations of the Facilities Maintenance-Buildings and Grounds (B&G) Department, ensuring the safe, efficient, and reliable maintenance of HRT facilities and related assets. The supervisor will plan, organize, assign, supervise, and evaluate the work of Facilities Maintenance-B&G staff, oversee maintenance programs, manage work orders through the Enterprise Asset Management (EAM) system, monitor contractor performance, and ensure compliance with safety, environmental, and regulatory requirements. The position involves establishing work priorities, allocating resources, developing staff, monitoring budgets, ensuring quality workmanship, and maintaining facilities. While supervision is primary, the incumbent is also expected to perform skilled maintenance, repair, and troubleshooting work as needed, including responding to emergencies, addressing staffing shortages, completing complex repairs, and ensuring timely completion of critical maintenance activities.

Requirements

  • Minimum 5 years of Facilities Maintenance (or equivalent), including 2 years of supervisory experience.
  • High school diploma or GED certificate required with basic mechanical skills and an understanding of tools and their use.
  • Certificate in trade school or equivalent work experience related to facilities maintenance required.
  • Must demonstrate satisfactory communication skills (both verbal and written) and perform basic math.
  • Ability to use computers is required, including maintenance management software, Microsoft Outlook, Word and Excel.
  • Possess a valid Driver's License.
  • Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
  • Knowledge of methods used in maintenance and building repair, including basic knowledge of uniform codes, ADA rules and regulations, electrical wiring, plumbing, carpentry, glass replacement, painting, masonry, and grounds maintenance; pest management; maintenance and repair of hand tools and gas-powered equipment; basic math; safety practices and procedures relating to the building trades.
  • Demonstrated ability to balance supervisory responsibilities with hands-on maintenance work while effectively leading maintenance personnel.
  • Ability to perform advanced maintenance and repair work across multiple building trades while directing the work of others.
  • Ability to prioritize supervisory responsibilities while remaining available to assist with field work as operational needs dictate.
  • Skill and Ability to use a variety of hand tools and equipment; communicate effectively in both oral and written form; receive and give instructions, and prepare work orders and reports; measure distance and calculate quantities; read and interpret specifications and blueprints; perform a variety of physical labor including climbing ladders, bending, kneeling, reaching, and standing for long periods of time; lift and carry boxes, tools, equipment and materials; report projects needed to be serviced by outside contractors; maintain files and inventory records of supplies; set priorities; coordinate several projects simultaneously; forecast project problems and make adjustments; plan and coordinate work schedules; assist in training, planning and directing the work of other Facilities Maintenance Staff; provide technical support as the working lead; develop and maintain effective working relationships with other Facilities Maintenance Staff, Cleaners, and HRT staff.
  • Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.
  • Ability to use computers is required, including HRT’s Enterprise Asset Management (EAM) software for maintenance, and HRT’s Enterprise Resource Planning (ERP) software for finance, Microsoft Outlook, Word, and Excel.
  • Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.

Responsibilities

  • Supervises, schedules, assigns, and evaluates the work of Facilities Maintenance Technicians, Mechanics, and other assigned personnel.
  • Performs skilled maintenance, repair, installation, and troubleshooting of HVAC, plumbing, electrical, mechanical, carpentry, painting, masonry, and general building systems as operational needs require.
  • Provides direct supervision including coaching, mentoring, employee development, performance evaluations, disciplinary actions, attendance management, and employee recognition.
  • Works alongside Facilities Maintenance staff during emergency responses, major repairs, special projects, staffing shortages, and high-priority maintenance activities.
  • Plans, prioritizes, and coordinates preventive, predictive, and corrective maintenance activities for HRT facilities and infrastructure.
  • Assists with diagnosing and repairing complex facility equipment and building systems that require advanced technical knowledge.
  • Reviews, assigns, monitors, and closes work orders in the Enterprise Asset Management (EAM) system to ensure timely completion and accurate documentation.
  • Establishes daily work priorities and reallocates resources as operational needs change.
  • Conducts routine inspections of facilities, equipment, and completed work to ensure compliance with quality standards, safety regulations, and applicable building codes.
  • Operates a variety of hand tools, power tools, diagnostic equipment, heavy equipment, and maintenance vehicles necessary to complete assigned work.
  • Supervises and, when operationally necessary, performs maintenance and repair of HVAC, plumbing, electrical, mechanical, structural, grounds, and building systems.
  • Supervises and actively participates in emergency repairs, coordinating after-hours response to facility emergencies, severe weather events, utility outages, and other operational incidents.
  • Develops and maintains preventive maintenance schedules to maximize equipment reliability and extend asset life.
  • Monitors inventory levels and authorizes the purchase of materials, tools, equipment, and supplies necessary to support maintenance operations.
  • Performs facility inspections and personally completes maintenance deficiencies when immediate corrective action is required.
  • Assists with facility renovations, office moves, equipment installations, demolition, framing, drywall repair, painting, flooring repairs, and other construction-related activities as necessary.
  • Performs snow removal, storm preparation, debris removal, emergency boarding, flood response, and disaster recovery efforts.
  • Responds after normal business hours to facility emergencies and may personally perform repairs necessary to restore critical building systems.
  • Provides technical leadership by demonstrating proper maintenance techniques and ensuring work is completed in accordance with industry standards and HRT policies.
  • Assists in developing annual operating and capital maintenance budgets and monitors expenditures within approved funding levels.
  • Oversees contractor performance, ensuring work complies with contract requirements, safety standards, schedules, and HRT expectations.
  • Assists with development of technical specifications, scopes of work, procurement documents, and contract administration for facility maintenance projects.
  • Coordinates inspections, permits, environmental compliance activities, and regulatory reporting with local, state, and federal agencies as required.
  • Ensures compliance with OSHA regulations, ADA requirements, fire codes, environmental regulations, and all applicable Federal, State, and Local laws and codes.
  • Conducts safety meetings, job site inspections, and ensures employees follow established safety procedures and utilize appropriate personal protective equipment.
  • Investigates facility failures, equipment malfunctions, and maintenance deficiencies and implements corrective actions to prevent recurrence.
  • Provides technical guidance and assistance to maintenance personnel on complex mechanical, electrical, plumbing, HVAC, and structural repairs.
  • Oversees facility renovations, office moves, installation of passenger amenities, and special maintenance projects.
  • Coordinates facility support for meetings, public events, emergency operations, and special agency initiatives.
  • Oversees storm preparation, emergency response, debris removal, snow removal, and disaster recovery activities.
  • Participates in interviewing, selecting, onboarding, training, and developing Facilities Maintenance personnel.
  • Identifies training needs and develops employee technical skills and supervisory competencies.
  • Develops standard operating procedures and continuously evaluates maintenance processes to improve efficiency and service delivery.
  • Maintains records in accordance with Hampton Roads Transit Records Management Policies and Procedures.
  • Performs other duties as assigned.
