About The Position

The Arizona Department of Health Services State Laboratory facility at 250 N. 17th Ave. Phoenix, is 77,000 sq. feet and has been occupied since June 1, 2004. The Facilities Administrator position is required for the maintenance of all building infrastructure systems for the ADHS State Laboratory facility. The position will directly supervise one Physical Plant Supervisor II position and indirectly supervise two Laboratory Equipment Maintenance Technicians. The preventive maintenance records for all laboratory instrumentation will also be maintained.

Requirements

Electronics - Thorough understanding of electronic circuitry in order to troubleshoot, repairs, test, calibrate and modify all types of electronic equipment.
Electronics test equipment - Understand capabilities and requirements for different types of test equipment and correct test methods and procedures.
Electricity - A working knowledge of the electrical code to ensure that all electrical work accomplished is done in compliance with the code specifications.
Must have completed a course of study at a technical college or trade school in electronics, containing the following courses: Math for electronics I and II, Semi-Conductor Theory, Direct Current Theory, Alternating Current Theory, digital and logical circuits, basic amplifiers, electric motors and generators.
Formal training in electronics, coupled with one year of on the job experience and possession of a current national Electrical Code book.
Analyzing and troubleshooting malfunctioning electronic equipment.
Reading and interpreting electronic schematics and diagrams.
Replacing defective components in electronic circuits and printed circuit boards.
The use of hand tools, Soldering and desoldering techniques.
Selection of proper equipment to perform tests on laboratory equipment to manufacturer's specifications.
Skill in laying out electrical systems; installing circuit breakers, wiring, switches, relays, conduit, lights, control circuits and maintaining electric motors, heaters, circulating fans/blowers and control circuits/devices.
Skill in the use of electrical test meters.
Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.
Refrigeration and air conditioning - An understanding of the refrigeration cycle, temperature and pressure relationships, know how to test and change out defective components.
Formal training necessary to acquire knowledge background, one semester at a technical college and one year on-the-job experience.
Plumbing - A working knowledge of the plumbing code to ensure that all plumbing is installed in accordance with the plumbing code.
A vocational tech building construction course is adequate for water, gas and drainage systems, however, high pressure steam requires familiarity with the Boilermans licensing code.
Skill in the use of hand tools, portable power tools and welding and brazing equipment.
Machining - Know how to operate machine shop equipment proficiently and safely.
Machining various types of metals on the bench lathe and drill press with milling attachments and the use of portable drills, saws and grinders.
A vocational tech course is recommended together with on-the-job training and experience.
Skills in the use of machine shop equipment, metal cutting lathe, drill press, milling equipment, grinder, sander, metal cutting saws and hand tools.
Sheet metal work - Know how to form and fabricate sheet metal.
Skill in the use of design and layout tools, metal cutting and forming equipment, welding equipment and hand tools.
Carpentry - Know how to operate carpenter shop equipment proficiently and safely.
Cut, jointer/plane rout and shape to fabricate cabinets, shelves, foundations and repair.
A vocational tech course in woodworking is recommended to ensure safe work habits and gain familiarity with woodworking equipment.
Skill in the use of design and lay-out tools, electric power tools, i.e., table saw jointer/planer, router, shaper, sander, drills and hand tools.
Vehicle maintenance - Know how to operate and maintain gasoline and diesel powered vehicles.
Gasoline powered vehicles require vehicle maintenance course and experience gained through normal vehicle maintenance.
Skills in the use of diagnostic analyzers, tachometer, dwell meter, timing light, and hand tools.

Responsibilities

Administers the planning of short and long range facility needs.
Recommends and monitors budgets for the facility.
Plans and administers the construction, modification and maintenance for the facility.
Recommends capital equipment replacement and disposal.
Directs the activities of several staff responsible for building maintenance, security, and janitor service and establishes section priorities and schedules assignments and activities.
Schedules and performs preventive maintenance procedures on all laboratory equipment and vehicles.
Approves specifications and designs for projects and obtains bids.
Installs new laboratory equipment and implements methods for laboratory equipment repair and modification.
Maintains an equipment parts inventory.
Monitors construction and building modifications to ensure that it conforms to specifications, relevant ordinances and codes.
Supervises safety procedures and arranges for required inspections.
Plan and direct daily operations for the State Laboratory in preventive maintenance, corrective maintenance, minor renovations and warranty activities for all mechanical, plumbing, and electrical (MPE) systems assuring that inspections are properly documented.
Serve as coordinator with ADOA for any requests for major maintenance not covered by contract or warranty.
Schedule and perform preventive maintenance procedures on laboratory equipment maintaining required records on each.
Coordinate with ADOA and ADHS procurement services to initiate and carry out contracts for construction and complex system maintenance such as for HVAC, major chiller repairs and annual air balancing activities.
Supervise the daily activities of the Physical Plant Supervisor II, two Lab Equipment Maintenance Technicians, and janitorial crew to assure that laboratory equipment is maintained on schedule.
Troubleshoot, repair, test and calibrate defective or malfunctioning laboratory equipment.
Responsible for maintaining integrity of security systems including card access, escorted after hours janitorial or maintenance activities.
Maintain supervision over quality of janitorial services provided by contract agency.
Inspects, monitors and supervises safety procedures including arranging for fire safety drills and inspections, monitoring safety equipment such as eye wash stations and safety showers.
Serve as repository for all new laboratory blueprints.
Administer facility budget with business office and recommend budget changes.
Attend training on complex MPE systems of the laboratory.
Other duties as assigned as related to the position.
