About The Position

The Export Control Program Manager is responsible for the development, implementation, and oversight of the university’s export control, research security, and Responsible Conduct of Research (RCR) programs. Situated within the Office of Research Integrity and Compliance (ORIC), this position plays a central role in supporting a growing research enterprise at a Primarily Undergraduate Institution (PUI) transitioning from R2 to R1 status. Reporting to the Associate Director of Research Security and International Compliance, this role integrates export control compliance, research security requirements, and research integrity expectations into a cohesive and scalable framework. The position ensures institutional readiness for evolving federal mandates while fostering a culture of ethical, secure, and globally engaged research. This role blends regulatory compliance, strategic program development, and faculty engagement, requiring both technical expertise and strong relationship-building skills in a predominantly undergraduate-focused environment with expanding research activity.

Requirements

  • Bachelor’s degree in a relevant field (e.g., compliance, public administration, science, international relations, or related discipline).
  • Demonstrated experience in research compliance, export controls, research security, or research administration.
  • Working knowledge of International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) regulations.
  • Familiarity with federal research security expectations (e.g., NSPM-33 or similar frameworks).
  • Experience developing or managing training or compliance programs.
  • Strong communication and interpersonal skills with the ability to engage a broad range of stakeholders.

Nice To Haves

  • Master’s degree or relevant professional certification (e.g., CECP, CRA).
  • Experience in higher education, particularly within a PUI or growing research institution.
  • Familiarity with Responsible Conduct of Research (RCR) frameworks and federal training expectations.
  • Experience building or scaling compliance or research security programs.
  • Demonstrated ability to translate complex regulations into practical implementation strategies.

Responsibilities

  • Lead and manage the university’s export control compliance program in alignment with: International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC) requirements
  • Conduct export control reviews of: Sponsored programs and grant proposals, International collaborations and agreements, Technology transfers, equipment shipments, and restricted materials
  • Develop and implement Technology Control Plans (TCPs) as required.
  • Oversee restricted party screening processes and maintain compliance documentation.
  • Serve as the institutional subject matter expert on export control regulations and related risk areas.
  • Assist the Associate Director of Research Security and International Compliance with the development and implementation of the university’s research security program in alignment with federal requirements and guidance (e.g., NSPM-33 and related agency policies).
  • Partner with IT Security, Sponsored Programs, and other units to address risks related to: Data security and controlled information, Sensitive research areas and technologies, International collaborations and partnerships
  • Contribute to institutional readiness for audits, federal scrutiny, and evolving national security expectations.
  • Co-develop and manage the university’s Responsible Conduct of Research (RCR) program.
  • Coordinate with compliance committees (IRB, IACUC, IBC, etc.) to integrate RCR principles across the research lifecycle.
  • Promote ethical research practices, including: Data management and stewardship, Authorship and publication ethics, Mentorship and trainee responsibilities
  • Support initiatives that strengthen a university-wide culture of research integrity and accountability.
  • Assist with the design and delivering of training programs addressing: Export control compliance, Research security awareness, Responsible conduct of research
  • Develop clear, accessible resources (guides, websites, decision tools).
  • Translate complex regulatory frameworks into practical, faculty-centered guidance.
  • Serve as a trusted advisor and partner to academic units.
  • Partner across institutional units to ensure coordinated and consistent research compliance support.
  • Serve on committees, working groups, and advisory bodies related to research compliance, integrity, and security.
  • Engage with external professional organizations (e.g., NCURA, SRAI, research security and export control networks).
  • Support institutional risk management and global research engagement initiatives.
