About The Position

The Export Compliance Manager is responsible for designing, implementing, and enforcing the export compliance framework for an installation-heavy, project-based docking equipment business exporting from the United States into Mexico. This role ensures full compliance with U.S. and Mexican trade regulations while supporting complex, time-sensitive project shipments tied to construction and installation schedules. The Export Compliance Manager serves as the company’s subject-matter expert on export controls, customs compliance, and USMCA requirements, partnering closely with operations, logistics, engineering, and project teams.

Requirements

  • Supply Chain, Logistics, Business Administration, or related field
  • 5+ years of export compliance or international trade experience
  • 3+ years focused on U.S.–Mexico trade
  • Experience supporting industrial or construction-related products
  • Experience working with customs brokers and regulatory authorities
  • Strong knowledge of EAR, CBP regulations, and USMCA/T-MEC
  • HTS classification expertise for steel and mechanical equipment
  • Familiarity with IMMEX and temporary import/export programs
  • Experience with ERP or trade compliance systems
  • Professional-level Spanish preferred

  • Experience in docking equipment, material handling, or construction products
  • Trade compliance certifications (CCS, CUSECO, or similar)
  • Licensed Customs Broker (LCB) or progress toward certification
  • Experience supporting installation-driven or project-based businesses

Responsibilities

  • Own and maintain the company’s export compliance program for U.S.–Mexico trade.
  • Develop, implement, and update export compliance policies, procedures, and SOPs.
  • Serve as the primary authority on export compliance matters for docking and material-handling equipment.
  • Ensure consistent application of compliance standards across manufacturing, logistics, and project teams.
  • Ensure compliance with EAR, CBP, SAT/ANAM, and USMCA/T-MEC regulations.
  • Oversee HTS and ECCN classification for steel, mechanical assemblies, motors, and controls.
  • Ensure accurate country-of-origin determinations and valuation methods.
  • Monitor regulatory changes impacting industrial and construction-related exports.
  • Support installation-heavy, project-based exports without disrupting construction schedules.
  • Review phased shipments and job-site deliveries for compliance risk.
  • Advise project and logistics teams on compliant sequencing and documentation.
  • Support IMMEX, temporary importation, or construction-specific programs when applicable.
  • Establish controls for invoices, packing lists, certificates of origin, and USMCA documentation.
  • Conduct periodic internal audits of export transactions and broker activity.
  • Lead responses to external audits or regulatory inquiries.
  • Maintain records in accordance with retention requirements.
  • Oversee customs brokers and freight forwarders from a compliance perspective.
  • Define compliance expectations and performance standards.
  • Review broker filings for accuracy and regulatory adherence.
  • Serve as escalation point for compliance-related border issues.
  • Develop and deliver export compliance training across the organization.
  • Advise leadership on compliance risks and mitigation strategies.
  • Partner with legal, finance, and supply chain leadership on governance.
  • Identify and mitigate export compliance risks tied to project operations.
  • Lead corrective action plans for findings or violations.
  • Implement process improvements to reduce risk while supporting operations.
  • Support voluntary disclosures if required.
