About The Position

Apex is seeking a dynamic, organized, and driven Export Compliance Manager to join our expanding team. As a company at the forefront of space exploration and satellite technology, Apex is looking for an individual capable of running the company’s complex export compliance program. As a subject matter expert, the Export Compliance Manager will ensure compliance with all U.S. import and export regulations, including those set forth by the U.S. Department of State, U.S. Department of Commerce, U.S. Customs Census Department, and OFAC. This role also is responsible for obtaining necessary licenses and agreements from U.S. Government agencies, ensuring that all licenses and agreements are executed and administered in accordance with government regulations and company policies. This position sits within the Legal Department, and works closely with the Mission Management, Business Development, and Supply Chain teams.

Requirements

  • Minimum of 5 years of experience in export compliance.
  • Broad and deep understanding of export disciplines and regulations (EAR, ITAR, etc.) including applicable industry best practices.
  • Bachelor's degree in business administration or a related discipline.
  • Experience writing and submitting license applications, LOEs, TAAs, etc.
  • Experienced user of reporting sites, such as DECCS, SNAP-R, and ACE.
  • Ability to facilitate work within and across teams and varied functions and levels of leadership, and customer and supplier contacts.
  • Ability to lead process improvements and oversee/conduct training.
  • Ability to communicate the importance of export compliance practices effectively to staff and leadership.
  • Strong oral and written communication skills.
  • Proficiency with Microsoft Word, Excel, PowerPoint, etc.
  • Strong interpersonal and professional skills.
  • A positive, team-player attitude.

Nice To Haves

  • Experience in satellite manufacturing or related industries (aerospace, defense, or high-tech) is strongly preferred.
  • Experience with contracts and/or contract management
  • Experience in other legal or compliance functions

Responsibilities

  • Administer an effective export program to ensure regulatory and internal policy requirements relating to export licensing, exemption and exception usage, training and recordkeeping are met
  • Ensure compliance with U.S. export control laws and regulations, including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control (OFAC), and other applicable trade rules.
  • Conduct jurisdiction and classification analyses (e.g., ECCN, USML categories) and maintain internal classification databases.
  • Prepare licenses and other authorizations (DSPs, TAAs, BIS, etc.), requests for commodity jurisdiction, commodity classifications, advisory opinions and general correspondence.
  • Act as liaison with Department of State, Department of Commerce and other agencies responsible for export regulations to communicate and resolve export concerns.
  • Prepare internal databases of all export licenses, detailing relevant dates, parties, and scope of licenses.
  • Respond to requests for information, analysis of export compliance impact and review of contract provisions relating to export and security controls
  • Manage and lead the company export compliance program, overseeing multiple programs with high volume and complex licensing.
  • Develop comprehensive licensing plans and provide guidance for licensing strategy and program planning.
  • Develop and provide training on agreement and license limitations and provisos; implement new/updated training as needed.
  • Support and conduct compliance assessments and audits.
  • Develop communications strategies and training programs for dissemination of controlled information.
  • Screen transactions against restricted party lists and embargoed country lists.
  • Conduct internal audits and risk assessments to identify and correct potential compliance issues.
  • Monitor regulatory changes and assess the impact on business operations.
  • Collaborate with supply chain, legal, engineering, and sales teams to enable compliant business practices.
  • Manage responses to potential violations, including disclosures and corrective action plans.
  • Perform other job-related duties as assigned
